Medical dispute profiteer
Medical trouble refers to the behavior that patients employed in medical disputes, together with their families, take various ways to put pressure on the hospital in the form of seriously hindering medical order, expanding the situation and causing negative effects on the hospital. Medical troubles take the form of setting up a mourning hall in the hospital, smashing property, setting up obstacles to prevent patients from seeking medical treatment, or beating or stalking medical staff, or staying in consulting rooms, doctors' offices and leading offices. Medical troubles are a special group of people. They shuttle between major hospitals every day, trying to find "business opportunities", disrupting the order of hospital visits by colluding with patients' families, and demanding high compensation from hospitals. This is a new occupational "medical trouble".
On July 10, 2006, Mao Qunan, spokesperson of the Ministry of Health, commented on the behavior of "medical trouble", saying that "medical trouble" was an illegal act. On April 30th, 20 12, the Ministry of Health and the Ministry of Public Security jointly issued the Notice on Maintaining the Order of Medical Institutions, which made it clear that the police would punish the medical trouble according to the Law on Public Security Administration Punishment, and even investigate the criminal responsibility.
