The five-district general speech, also known as the five-district referendum, was originally a political action put forward by the Hong Kong pan-democratic political party Social League in July 2009. It means that in five constituencies in Hong Kong, that is, Hong Kong Island, Kowloon East, Kowloon West, New Territories East and New Territories West, a pan-democratic legislator resigned in each constituency, leaving five seats vacant, and then a by-election must be held in accordance with Hong Kong laws. In the by-election, the pan-people used universal suffrage on a single issue as the election slogan, allowing citizens to vote. This issue can be regarded as a "referendum in disguise" (the referendum is expressed in another form). If the pan-popular votes exceed half of the total votes, it means that the issue of universal suffrage raised by the deputies has a considerable public opinion base. By taking this action, I hope to bring political pressure to the SAR government and the central government, and arouse widespread concern of the international community. Huang Yumin, one of the main promoters, said that if the "five-district general speech" is realized, the by-election will be implemented as early as 20 10.
