1 On August 25th, 945, the Central Committee of the Communist Party of China issued the Declaration on the Current Situation, demanding that the National Government take the following urgent measures to lay the foundation for the peace proposal: "1. Recognize the democratically elected government and anti-Japanese troops in the liberated areas of China, and retreat the troops that surrounded and attacked the liberated areas, so as to achieve peace immediately and avoid civil war. 2. Delineate the areas where the Eighth Route Army, the New Fourth Army and the South China Anti-Japanese Column accepted the Japanese surrender, and give them the right to participate in all the work in Japan to show fairness. 3. Severely punish the traitors and dissolve the puppet troops. 4. Reorganize the army fairly and reasonably, demobilize, help the needy and reduce taxes to help Su Min. 5. Recognize the legal status of all political parties, abolish all laws and regulations that hinder people's freedom of assembly, association, speech and publication, abolish secret service agencies, and release patriotic political prisoners. 6. Immediately convene a meeting of representatives of political parties and personages without party affiliation to discuss major issues after the end of the Anti-Japanese War, formulate a democratic policy program, end political training, establish a democratic coalition government with national unity, and prepare for a free and unfettered national assembly by universal suffrage.
