The meaning of safety first:

(1) Workers' life safety comes first. Production and safety are interdependent and inseparable. Without production activities, safety will lose its meaning, and without safety guarantee, production will not be carried out smoothly. Therefore, we must put safety in production in the first place and protect the life safety and health of workers in productive labor in the first place.

(2) When organizing and directing production, we should first carefully and comprehensively analyze the types, quantity, nature, source, degree of harm, ways and consequences of the dangerous and harmful factors that exist and may occur in the production process, as well as the processes, equipment, places, materials and environment that may have dangerous and harmful effects, so as to provide a basis for formulating preventive measures, engage in safety and prevent accidents, first know what is harmful and then take targeted measures.
