Constitution of China Fishing Sports Association
Chapter I General Provisions

Article 1 The name of this Association is China Fishing Association, and the English name is CHINA ANGLING ASSOCIATION.

Article 2 This Association is a national non-profit social organization.

Article 3 The purpose of this Association is to follow the major policies of the country's reform and opening up and the sustained, rapid and healthy development of the national economy, abide by the Constitution, laws, regulations and national policies, abide by social ethics, promote leisure fishing, enrich the fishery economy, develop China's fishery and related industries, activate the cultural and sports life of the broad masses, conduct foreign and cross-strait exchanges, and serve the construction of socialist material civilization and spiritual civilization.

Article 4 This Association is the only legal organization to represent China in international fishery organizations.

Article 5 This Association accepts the professional guidance, supervision and management of the registration administration authorities of the Ministry of Agriculture and the Ministry of Civil Affairs of People's Republic of China (PRC).

Article 6 Address of the Association: No.31Minfeng Hutong, Xicheng District, Beijing.

Chapter II Scope of Business

Article 7 The business scope of this Association:

First, publicize and guide the development of fishery and related industries in China;

Two, cooperate with relevant departments to publicize and implement the laws, regulations and provisions of the state on the protection and rational utilization of fish resources and fishery waters;

Three, publicity and implementation of the relevant provisions of fishery activities;

Fourth, hold a national fishing competition;

Five, the organization of the national fishery industry economy, technology, information, quality and other exchange activities and provide consulting services;

Six, the organization of national fishing gear, equipment exhibition, exhibition;

Seven, cooperate with relevant departments to supervise the quality of fishing gear and accessories;

Eight, according to the relevant provisions of the state, the establishment of various economic entities and other service organizations;

Nine, the implementation of fishing vessel technical grade system, examination and approval of technical grade, issued certificates and badges;

Ten, organize or participate in international fishery activities and various exchange activities;

Eleven, to guide the work of fishing associations in all provinces, autonomous regions, municipalities directly under the central government and sub-provincial cities and industries;

Twelve, to guide the national fishery development.

Chapter III Members

Article 8 Members of this Association are divided into group members and individual members.

Article 9 A group member applying to join this Association must meet the following conditions:

1. Fishing associations in provinces, autonomous regions, municipalities directly under the Central Government and sub-provincial cities and industries, as well as relevant units and organizations with legal personality;

Second, it has a certain influence in the business field of this association;

3. Voluntary application to join the association;

4. Acknowledge the articles of association of this Association;

Five, after approval, you can become a member of the association.

Article 10 An individual member applying to join this Association must meet the following conditions:

Citizens who have reached the age of 18 and enjoy the civil rights of China;

Second, recognize the articles of association;

3. Apply to my fishing association (above the county level, the same below) to join this association;

4. I can only become an individual member of the fishing association after the approval of the fishing association in my area;

Five, members implement the principle of who approves and who manages.

Eleventh membership procedures are:

First, submit an application for membership;

Two, the team members are composed of the Standing Committee of China Fishing Association;

3. Individual members are authorized by China Fishing Association to join our local fishing association;

Four, group members by the China Fishing Association awarded the group membership certificate;

Five, individual members by my local fishing association awarded the membership certificate.

Six, the group membership card and individual membership card are uniformly printed by the China Fishing Association.

Article 12 Members shall enjoy the following rights:

First, the right to vote, to be elected and to vote;

Two, supervise the work of China Fishing Association, and put forward criticisms and suggestions;

Three, apply for fishing technical level;

Four, in accordance with the relevant provisions to participate in various activities organized by the China Fishing Association in China;

5. Participate in international fishing and related activities in accordance with the relevant regulations of China Fishing Association;

6. Enjoy paid economic, technical, quality and information consulting services provided by China Fishing Association;

7. Freedom of voluntary participation and withdrawal.

Article 13 Members shall perform the following obligations:

1. Abide by the articles of association of this association;

Second, implement the resolutions of this Council;

Third, safeguard the legitimate rights and interests of this association;

4. Pay membership dues according to regulations;

Five, the organization of fishing activities in the region;

Six, the development of local fisheries and related industries;

Seven, complete the work assigned by the association;

Eight, where the regional activities conflict with the activities organized by this association, the activities arranged by this association shall prevail;

Nine, reflect the situation to the association and provide relevant information.

Article 14 When a member withdraws from the club, he shall notify the fishing club that accepted his membership in writing and return his membership card.

Article 15 If a member fails to pay the membership fee for one year, it shall be deemed as voluntary withdrawal.

Sixteenth members seriously violate the articles of association, group members shall be removed from the standing committee of China Fishing Association, and individual members shall be decided by the voting of the fishing association.

Chapter IV Establishment and Cancellation of Institutions and Responsible Persons

Article 17 The highest authority of this Association is the members' congress.

The functions and powers of the members' congress are:

1. Formulate and modify the Articles of Association;

2. Election and recall of members;

3. Review the work reports and financial reports of members;

4. Decided to terminate;

Six, according to the development of the cause and the need to set up corresponding working institutions;

Seven, hire a respected celebrity as honorary chairman or consultant.

Article 18 A member congress can only be convened when more than two thirds of the members' representatives are present, and its resolutions can only take effect when more than half of the representatives present vote.

Article 19 The general meeting of members shall be held every four years. Due to special circumstances, if the general election is advanced or postponed, it must be voted by the Committee, reported to the competent business unit for examination and approval, and approved by the registration authority of the association. However, the term of office shall not be extended for more than one year.

Article 20 The Committee is the executive body of the general meeting of members, leading the Association to carry out its daily work during the intersessional period and being responsible for the general meeting of members.

Article 21 The functions and powers of the Committee are:

First, the implementation of the resolutions of the member congresses;

2. To elect and recall the president, vice-president and secretary-general;

Third, prepare to hold a member congress;

Four, report the work and financial situation to the members' congress;

5. Decide on the absorption, withdrawal or expulsion of group members;

6. Decide to establish offices, branches, representative offices and entities;

7. To decide on the appointment and removal of the Deputy Secretary-General and the principals of various institutions;

Eight, leading the work of various institutions of the Association;

Nine, formulate internal management system;

X. decide on other important matters.

Article 22 A committee shall be convened only when more than two thirds of its members are present.

Article 23 The resolution of the Committee shall take effect only if it is adopted by more than two thirds of the members present.

Article 24 The Committee shall meet at least once a year. Under special circumstances, an exchange meeting can also be held.

Article 25 The Association shall establish a standing committee.

Article 26 The Standing Committee shall be elected by the Committee.

Article 27. When the Committee is not in session, the Standing Committee shall exercise the functions and powers specified in Items 1, 3, 5, 6, 7, 8 and 9 of Article 21 and be responsible to the Committee.

Article 28 The Standing Committee shall be convened only when more than two thirds of the members of the Standing Committee are present, and all resolutions shall take effect only when more than two thirds of the members of the Standing Committee are present to vote.

Article 29 The Standing Committee shall meet at least once every six months; Under special circumstances, an exchange meeting can also be held.

Article 30 The chairman, vice-chairman and secretary-general of this Association must meet the following conditions:

First, adhere to the party's line, principles and policies with good political quality;

Second, it has great influence in the business field of the association;

Three, the chairman, vice chairman and secretary general of the maximum age of not more than seventy years old, the secretary general is full-time;

Fourth, be healthy and be able to stick to normal work;

5. Having not been subjected to criminal punishment of deprivation of political power;

6. Have full capacity for civil conduct.

Thirty-first chairman, vice-chairman and secretary-general of the association are over the maximum working age, and they can only take up their posts with the consent of the Committee, the examination of the competent business unit and the approval of the registration and management organ of the association.

Article 32 The term of office of the President, Vice-President and Secretary-General of this Association shall be four years, and the longest term shall not exceed two terms. If it is necessary to extend the term of office due to special circumstances, it must be approved by more than two-thirds of the members' congress, reported to the competent business unit for review, and approved by the registration authority of the association before taking office.

Article 33 The Secretary-General of this Association is the legal representative of this Association. May not concurrently serve as the legal representative of other organizations.

Article 34 The Association shall exercise the following functions and powers:

1. Convene and preside over the Standing Committee;

Two, check the implementation of the resolutions of the members' congresses, committees and standing committees;

Three. Sign relevant important documents on behalf of the Association;

Four, put forward the list of candidates for vice chairman and secretary general, submitted to the Committee for discussion and adoption.

Article 35 The Secretary-General of this Association shall exercise the following functions and powers:

I. Preside over the daily work of the office and organize the implementation of the annual work plan;

2. Coordinating the work of branches, representative offices and entities;

3. Nominate the Deputy Secretary-General and the principals of offices, branches, representative offices and entities, and submit them to the Standing Committee for decision;

4. To decide on the employment of full-time staff in offices, representative offices and entities;

5. Deal with other daily work.

Chapter V Principles of Asset Management and Use

Article 36 The sources of funds of this Association are:

1. membership fee;

Second, donations;

Third, government funding;

Income from activities or services provided within the approved business scope;

5. interest;

6. Other lawful income.

Article 37 the association collects membership fees in accordance with relevant state regulations.

Article 38 the funds of this association must be used for the business scope and career development as stipulated in the articles of association, and shall not be distributed among members.

Article 39 An association shall establish a strict financial management system to ensure the legality, truthfulness, accuracy and completeness of accounting data.

Article 40 The Association shall be equipped with accountants with professional qualifications, and accountants shall not concurrently serve as cashiers. Accountants must conduct accounting and exercise accounting supervision. When an accountant transfers his job or leaves his post, he must go through the handover procedures with the recipient.

Article 41 The asset management of this Association must implement the financial management system stipulated by the state and accept the supervision of the members' congress and the financial department. If the source of assets belongs to the state appropriation or social donation or subsidy, it must accept the supervision of audit institutions and publish relevant information to the society in an appropriate way.

Forty-second before the association changes or changes its legal representative, it must accept the financial audit organized by the registration authority and the competent business unit of the association.

Article 43 No unit or individual may occupy, privately divide or misappropriate the assets of this Association.

Article 44 The wages, insurance and welfare benefits of the full-time staff of this Association shall be implemented with reference to the provisions of relevant state institutions.

Chapter VI Procedures for Amending the Articles of Association

Article 45 The amendments to the articles of association of this Association shall be submitted to the members' congress for deliberation after being voted by the committee.

Article 46 The revised articles of association of this Association shall come into effect within 15 days after it is adopted by the members' congress, reviewed and agreed by the competent business unit, and reported to the registration authority of this Association for approval.

Chapter VII Termination Procedure and Property Disposal after Termination

Article 47 If an association has fulfilled its purpose or is dissolved or needs to be revoked due to division or merger, the Committee or the Standing Committee shall propose a motion to terminate it.

Forty-eighth the motion to terminate the association must be voted by the members' congress and submitted to the competent business unit for approval.

Article 49 Before the termination of this Association, a liquidation organization shall be established under the guidance of the competent business unit and relevant authorities to clean up the creditor's rights and debts and deal with the aftermath. During the liquidation period, no activities other than liquidation will be carried out.

Article 50 this association shall be terminated after the cancellation of registration by the association registration authority.

Article 51 The surplus property after the termination of this Association shall be used for the development of undertakings related to the purposes of this Association under the supervision of the competent business unit and the registration administration organ of this Association in accordance with the relevant provisions of the state.

Chapter VIII Supplementary Provisions

Article 52 The Articles of Association have been voted by the general meeting of members.

Article 53 The Articles of Association and its interpretation belong to the Committee of this Association.

Article 54 The Articles of Association shall come into force as of the date of approval by the registration authority of associations.
