Sixteenth disease prevention and control institutions, medical institutions above the second level, maternal and child health care institutions, blood collection and supply institutions, blood products production units, entry-exit inspection and quarantine institutions should set up AIDS testing and screening laboratories to carry out AIDS testing and screening work.
The health administrative department of the people's government at or above the county level shall designate the medical and health institutions that undertake free voluntary counseling and screening and testing of AIDS within their respective administrative areas, and announce them to the public. Seventeenth medical institutions at all levels should provide AIDS counseling and screening services for surgical patients, tuberculosis patients, sexually transmitted diseases patients and pregnant women, and send the blood samples with positive screening to the local disease prevention and control institutions for confirmation in time.
