If the residence registration information is incomplete, it shall be completed. After confirming that the residence registration information is correct, complete the operation of accepting the residence permit, issue the certificate of obtaining the residence permit to the applicant, and upload the information to the branch accreditation center or the security brigade of the development zone and airport branch;

2. Non-Haikou citizens who have lived in this city for 6 months but have not registered their residence in the public security organs shall be handled according to the following procedures:

(1), with the proof of residence issued by the neighborhood committee or village committee of the community where I live and the application materials specified in Article 2 of this specification, apply to the local police station, fill in the Information Registration Form for Floating Persons in Hainan Province and the Application Form for Residence Permit, and affix my recent one-inch color photo on the form;

(2) The police in the household administration window of the public security police station accepts the application, reports it to the leader on duty for examination and approval, logs into the Hainan floating population service management information system, and enters the applicant's residence registration information. After confirming that the residence registration information is correct, complete the operation of accepting the residence permit, issue a receipt of the residence permit to the applicant and upload it to the branch accreditation center or the security brigade of the development zone and airport branch;

3, each branch of the accreditation center and the development zone, the airport branch of the public security brigade accreditation personnel log in Hainan Province floating population service management information system, making a residence permit;

4. The police station sends personnel to the accreditation center of each branch or the security brigade of the development zone and airport branch to receive and issue residence permits;

Third, processing materials.

1. If you have legal and stable employment, you must submit your ID card and employment certificate.

Employment certificates include: industrial and commercial business license, labor contract, labor relations certificate issued by the employer or other materials that can prove legal and stable employment;

2. If you have a legally stable residence, you must submit your ID card and proof of your residence address.

Proof of residential address includes: house title certificate, house purchase contract and payment (loan) certificate, if there is no house title certificate, house lease contract and filing certificate issued by local housing management department, or accommodation certificate issued by employer and school, etc.

3. If you continue to study at school, you must submit your ID card and proof of continuing study.

Proof of continuous attendance includes: student ID card, other materials issued by the school that can prove continuous attendance, etc.
