I. Main problems
In recent years, the rapid development of agricultural economy in our county has fully proved that cadres, workers and grass-roots leaders in the agricultural and forestry system are a high-quality team that dares to struggle and stand the test. While affirming the achievements, we should also be soberly aware that some cadres in party member still have some problems such as pessimism and disappointment about agricultural development, insufficient ideological emancipation, weak sense of purpose, unrealistic style of work and poor mental state. Do not adapt to the new situation, new tasks and new requirements, or even run counter to it. After investigation, the main problems are as follows:
Speed up the pace of development, lack of confidence and belief.
Some grass-roots cadres and workers lack the strategic vision of scientific development, have a low level of understanding and lose confidence and belief in the sustainable development of agriculture in the future.
Second, the ideological concept is outdated and the sense of pioneering and innovation is not strong.
Some grass-roots cadres' way of thinking and working methods can't adapt to the development of the new situation. They feel good about themselves, are content with the status quo, don't think about things, don't seek things, don't do things, and stick to the rules. Some cadres pay lip service to emancipating the mind and seeking truth from facts, but when encountering specific problems, they stick to dogmatism, are not good at studying new situations and act according to experience. Some cadres are short-sighted, have no sense of striving for Excellence, have no courage to actively explore new ways of work in the new period and situation, and work is pushed forward without progress.
Third, the sense of purpose is weak and the work style is not solid enough.
Faced with the new situation and new tasks, I don't know enough, my thoughts are vague, I don't think deeply about the new situation and new problems, I can't think of practical countermeasures, I can't find solutions, I'm not good at learning from others' experience, I can't sum up my own experience, I'm prone to cynicism, and my working methods are simple and rude. Lack of deep feelings for the masses, guiding work, arrogant attitude, accusations and reprimands. Some cadres are blunt and rude to the masses, unwilling to do patient and meticulous ideological and political work, which has aroused great opinions from the masses, hurt their feelings and affected the prestige of party member cadres among the workers. A few grass-roots workers have poor service awareness, and the phenomenon of "difficult to get in, ugly face, ugly words and difficult things" still exists. Some people are blunt, buck-passing and inefficient.
Fourth, the work initiative is not enough, and there is a serious dependence on ideas.
Some cadres and workers do not know enough about the market economy. They think they are grassroots cadres and everything is guaranteed. They don't learn, they don't make progress, and they hold the idea of muddling along. Their working ability can't meet the requirements of the new situation and their work efficiency is low. Some grassroots cadres have some problems to varying degrees, such as low theoretical literacy, poor writing ability, insufficient practical experience, and poor work and business. A few grass-roots cadres don't study hard, don't study their work, can't think of ideas and methods at work, and are busy on the surface, but in fact they don't solve any problems.
5. Lack of passion at work, laziness and empty talk.
Laziness is mainly manifested in the fact that a few grassroots cadres are older and work longer hours. They thought they were old and hopeless, so they took a boat to the station. Empty talk, some cadres preach the truth, which is very encouraging, that is, they do not pay attention to implementation in their work and shout slogans.
6. Poor mental state, some cadres are not enterprising.
First, the spirit is sluggish and the sense of responsibility is not strong. Faced with the new situation, new tasks, new contradictions and new difficulties, some grassroots cadres are depressed and full of complaints. They only talk about conditions and difficulties, not subjective initiative. They are depressed and lack the spirit of innovation and the courage to overcome difficulties. Second, there is a lack of sense of competition and no passion for work. Some cadres have a calm mind and mistakenly think that they can't see whether what they are doing is good or bad, and their contributions are the same. Anyway, paying wages every month encourages the dependence of some cadres, and also makes individual cadres have a weak sense of competition, content with the status quo and not make progress. Lack of passion for work, muddling along, file forwarding, work plagiarism, etc. Do what the leader asks, follow the practice of others, be lazy in thinking and be afraid of taking responsibility. There are also a few cadres who are vulgar, autistic, insensitive, content with muddling along, lacking enthusiasm for agricultural economic construction and doing nothing.
Second, the countermeasures and suggestions
The smooth realization of the grand goal of building a well-off society in an all-round way cannot be separated from a team of high-quality grassroots cadres and workers with strong political responsibility, ideological emancipation, forge ahead and good professional ability. At present, we should take implementing Scientific Outlook on Development, promoting scientific development and building a harmonious society as the starting point and the end result of all our work. With the goal of being competent for the work of staff and workers, focusing on improving innovation ability, we will vigorously strengthen the training of business skills, and constantly improve the political consciousness, sense of responsibility and the ability to solve practical problems with theory of party member cadres.

Theoretical study should achieve "three combinations", that is, the combination of theoretical study and work practice, the combination of concentrated study and individual self-study, and the combination of theoretical guidance and discussion. The third is to stress party spirit, value conduct, set an example, and strengthen the building of a clean and honest party style. Stress party spirit and build an ideological line of defense against corruption and change from the depths of thought. Consciously strengthen the transformation of the subjective world, firmly establish Marxist world outlook, outlook on life and values, strengthen ideals and beliefs, adhere to the fundamental purpose, strictly observe political discipline, self-esteem, self-examination, self-discipline, withstand various tests, always maintain party member's political nature and integrity, and establish a good image of grassroots leading bodies and leading cadres in the new era.
The fourth is to strengthen supervision and evaluation and urge the implementation of all work. Supervision is the key link in decision-making and implementation, and assessment is an important means to promote implementation. First of all, strengthen the supervision work, give further play to the role of the supervision working group, formulate strict supervision and inspection measures according to the division of work, work objectives, responsibilities and authority and assessment standards, promptly supervise and inspect the implementation of various work arrangements and the progress of key issues, find problems, give timely feedback and report regularly, and curb some unhealthy trends in the bud. Secondly, establish a scientific and effective assessment mechanism. Do a good job in goal decomposition and responsibility implementation, subdivide a general goal into a series of specific work items to be completed, and each specific work item has a clear responsible person, and the specific responsibility must be linked to the specific personal responsibility. Increase the transparency of the assessment work, act in strict accordance with the system and procedures, constantly expand the people's right to know, announce the results of performance assessment to the masses, listen to their opinions, and strive to make the assessment results comprehensive, objective and fair. Further strengthen the use of assessment results, take daily supervision and assessment results as an important basis for rewards and punishments, solve the problems of doing well and not doing well, doing and not doing the same, and change the phenomenon of unclear rights and responsibilities.
Fifth, vigorously carry out investigation and study, and constantly improve the working ability and level. Vigorously advocate cadres to go to the front line to find problems, study problems and solve problems. On the one hand, leading cadres at all levels are required to go deep into the grassroots and the masses, understand what the masses are most anxious, eager and in need of, solve hot and difficult problems that the masses care about, earnestly grasp the situation and solve front-line problems. On the other hand, strengthen the implementation of the investigation and research system. Investigation and research is the need to change the work style and the objective requirement to implement the work. From the leaders of grass-roots units to the top leaders, we should closely combine the actual work, seriously investigate and study one or two practical problems, come up with practical research results, make work decisions and guide practice.
Emancipating the mind is an eternal topic, which should be a normal state of our thinking, rather than a unique task in a certain period. At the same time, emancipating the mind is concrete and historical. In different stages of social development, emancipating the mind will have different tasks and requirements. The 17th National Congress of the Communist Party of China emphasized that "all Party comrades should fully grasp the scientific connotation and spiritual essence of Scientific Outlook on Development, enhance the consciousness and firmness of implementing Scientific Outlook on Development, focus on changing ideas and concepts that are incompatible with Scientific Outlook on Development, focus on solving outstanding problems that affect and restrict scientific development, guide the enthusiasm of the whole society for scientific development, and implement Scientific Outlook on Development in all aspects of economic and social development." This makes it clear that emancipating the mind is our key task at present and for some time to come, that is, we should focus on changing the ideas that are not suitable for Scientific Outlook on Development. Only in this way can our agriculture achieve scientific development and achieve the goals we set.
