3. The personnel files of college graduates recruited to rural grass-roots units are managed by county-level administrative departments, and their wages and benefits are paid in full and on time by county-level governments according to the prescribed standards. College graduates and above who are recruited to work in counties (cities, districts) or key counties for poverty alleviation and development in hard and remote areas can be graded in advance. When they are graded, the salary scale of college graduates is 1, and the salary scale of undergraduate and above graduates is 2. 4. 5. Rural grassroots work experience is an important condition for evaluating professional titles.
