First, fully realize that party committees and branches of government departments are an important part of the party's absolute leadership over the military. As the leading core of the organs and departments at the same level, the party committees and branches of organs and departments bear the great political responsibility of ensuring the party's absolute leadership over the army ideologically, politically and organizationally. Only by strengthening the party building of government organs can government organs be strong. Especially as the organizer, practitioner and promoter of implementing Scientific Outlook on Development and strengthening the overall construction of the army, the work decision-making, work orientation, work guidance and work demonstration of the party committees and organs have a decisive role in the construction of the army. Therefore, strengthening the Party building in government organs is a realistic need of stressing party spirit and stressing conduct, an important measure to strengthen the Party's management of cadres and party member, maintain the advanced nature of party member, and give full play to the vanguard and exemplary role of party member cadres, and a realistic requirement of studying and practicing Scientific Outlook on Development and building high-quality leading organs. Giving full play to the leading core role of government organs and departmental party committees can not only strengthen self-construction, but also encourage department heads to participate more actively in the collective leadership of party committees at the same level, and will also play a good role in demonstrating and driving the construction of grassroots party organizations.

Third, fully realize that party committees and branch secretaries of government departments are important platforms for working experience within the party. As a department leader, doing a good job in party affairs and fulfilling the duties of a secretary provide an excellent opportunity for cultivating compound talents with both military and political abilities. Good performance will enrich the party's work experience, and it will be able to perform its duties better after serving as the chief officer of the Ministry. Fourth, fully realize the particularity of party building work in government organs. At the same time, the organ is a long-term system, and the administrative duties of department heads are "shouldered" with the duties within the party. The deputy secretary's administrative responsibilities are different, and most members of the party Committee are responsible for their own duties. The work is very professional and decentralized, which easily confuses the relationship between individual will and collective leadership, easily brings administrative posts into the party, and easily leads to "centralized discussion" and replaces the party with politics. These characteristics determine that it is more necessary to closely integrate with reality and work hard to strengthen the party building in government organs.

Second, we must strictly standardize our work and effectively improve the system and mechanism of party building in government departments. In the investigation, it was found that quite a few comrades did not know enough about the leadership system, self-construction, reference and application principles of party committees and branches of government departments, and they were not clear about what to do. Party committees and branches of some government departments seldom carry out activities at ordinary times, but only organize in the name of party committees and branches at the end of the year to conduct democratic appraisal and organize life in party member. Some cadres in party member consciously or unconsciously equate themselves with ordinary people, and their advanced consciousness and exemplary role have not been brought into full play. In particular, the brigade-level detachment of the Armed Police Force has been established for a short time, and many comrades are not clear about the differences between the party committees, ministerial meetings and heads' office meetings in terms of discussion scope, procedures and authority. It is still common to use the Council of Ministers and the Chief Executive's Office instead of the Party Committee to decide major issues in this department. Institutional mechanisms are fundamental and long-term. From the beginning of study and practice activities, we have established a strong awareness of standardizing work and research measures, focusing on giving full play to the leading core role of government organs and departmental party committees and branches, and earnestly standardizing them from five aspects:

The first is to standardize the scope of discussion. According to the regulations on political work, the decision-making of party committees and branches of government departments is limited to the scope of organs at the same level and their subordinate units, mainly including: implementing the party's line, principles and policies, doing a good job in study and education, organizing life, training and selecting cadres, summing up work, strengthening the construction of directly affiliated units and other major issues.

The second is to standardize theoretical study and political education. Ideological and theoretical construction is the most fundamental construction, and theoretical quality is the most fundamental accomplishment of party member cadres. According to the actual situation of the organs, adhere to the theoretical study system, do a good job in monthly experience exchange, quarterly theoretical guidance, annual study assessment and academic inspection, and constantly improve the quality of theoretical study. When there are important instructions, convey them at any time and implement them in combination with the actual situation of the department. The third is to standardize the party's organizational life. How to build in an all-round way is related to the combat effectiveness of the troops and the image of the party Committee and organs. It is necessary to seriously study the characteristics and laws of directly affiliated teams, straighten out the relationship between supervisors and co-managers, managers and housekeepers, and leaders and guides, establish and improve responsible leadership mechanisms, classified guidance mechanisms, safety management mechanisms, assessment mechanisms according to the outline and reward and punishment mechanisms, and truly form a joint force to strengthen the construction of directly affiliated teams.

Third, it is necessary to strengthen inspection and guidance and effectively improve the quality level of party building in government departments. In the investigation, it is found that the military party committee has devoted more energy and given greater guidance to its own construction and the construction of grass-roots party organizations. However, there is little thinking, guidance and inspection on the party building work of organs and departments, and the party building of the army and organs often replaces the party building of organs. Over the years, in the selection of advanced departments, governments and post-organs, only professional work is often evaluated, and there is no clear evaluation standard for party building in organs. Those who grasp well cannot be summarized and commended in time, and those who grasp poorly will not affect the evaluation of advanced, which will affect the enthusiasm and initiative of party building at all levels to some extent. This is an important reason for the weak party building in government departments. To this end, we have made great efforts to strengthen inspection, guidance and assistance. The main leaders have taken the elite soldiers and strong generals to personally do a good job in the experimental assistance of party building in government agencies and departments, and promote them in time after gaining successful experience.
