2. Prevention is a top priority. It is required to focus on prevention in production safety, strengthen investigation and management of hidden dangers, severely crack down on illegal acts, and control, prevent and reduce production safety accidents from the source;

3. Integrated management. It is required to focus on prevention in production safety, strengthen the investigation and management of hidden dangers, and control, prevent and reduce production safety accidents from the source.

The responsibilities of production safety are as follows:

1, a system in which leaders at all levels, functional departments, engineering and technical personnel and post operators are responsible for safety in production at all levels;

2. Party and government share the responsibility, which means that party committees and governments at all levels bear the leadership responsibility for the work of production safety, and their team members bear corresponding responsibilities for the work of production safety according to the division of responsibilities;

3. One post and two responsibilities. Party and government leading cadres at all levels, while performing their duties, shall perform their duties of safety in production in accordance with the principles of "who is in charge, who is responsible", "who is in charge of industry must be in charge of safety, business must be in charge of safety, and production and operation must be in charge of safety".

4, grasp the * * * tube. Party and government leaders, unit leaders, village (neighborhood) branch secretaries and village (neighborhood) committee directors, while performing their duties, form a situation of "graded responsibility and territorial priority" and earnestly perform their duties of production safety;

5. Responsibility for dereliction of duty refers to the failure to implement the provisions of "Party and government have the same responsibility, one post and two responsibilities" for the main leaders of party and government at all levels, resulting in serious consequences such as production safety accidents, casualties or major economic losses. In accordance with the principle of "scientific rigor, compliance with laws and regulations, seeking truth from facts and paying attention to practical results", investigate and analyze the reasons, draw a clear line of leadership responsibilities, and investigate the responsibilities according to law and discipline.

Production and business units must abide by this Law and other laws and regulations related to production safety, strengthen the management of production safety, establish and improve the responsibility system and rules and regulations of production safety for all employees, increase the investment guarantee of funds, materials, technology and personnel for production safety, improve the conditions of production safety, strengthen the standardization and informatization construction of production safety, build a dual prevention mechanism of classified control of safety risks and investigation and management of hidden dangers, improve the mechanism of risk prevention and resolution, improve the level of production safety and ensure production safety.

Production and business units in emerging industries and fields, such as platform economy, shall, according to the characteristics of their industries and fields, establish and implement the responsibility system for all employees in production safety, strengthen the education and training of employees in production safety, and fulfill the relevant production safety obligations stipulated in this Law and other laws and regulations.
