(4) Revitalize rural land resources. Deepen the reform of the homestead system, under the premise of respecting the wishes of villagers and safeguarding their legitimate rights and interests, and guide villagers to withdraw from the homestead in an orderly and standardized manner through paid transfer, paid adjustment and paid recovery according to law. The index of construction land vacated by demolition and reclamation should give priority to ensuring villagers' new homestead, village construction and rural industrial development needs.
