The state put forward the call for family planning in the 1960s and 1970s, but at that time, it advocated having fewer children, and did not specify the relevant details of family planning. It was not until the middle and late 1970s that the policy of only one child for a couple was put forward, and the state made relevant amendments to this policy in the subsequent period. The last Family Planning Law passed at the 25th session of the Ninth National People's Congress on February 29th, 2006 further clarified the relevant provisions. However, every time the state proposes "promotion" and "reward", there is no rigid stipulation that a couple can only have one child, and there are many specific policies and regulations for urban and rural areas, Han nationality and ethnic minorities. Therefore, it is not surprising that China, as a multi-ethnic country, has a large population, especially in major cities. In addition, people's traditional ideas have not changed for a long time, and the unbalanced implementation of policies in some places has led to the phenomenon of having more children.
Based on the above reasons, under the current social conditions, it should be said that it is difficult for a couple to have only one child as stipulated by the policy. It is impossible to completely solve this problem by fines, demotion and dismissal. As long as we know about the "super guerrillas" on this issue, the general problem will be basically clear.
