The Historical Evolution of Panjin Liao Bin Coastal Economic Zone

Collection: Sun Lianshan

Panjin Liao Bin Economic Zone is located in the lower reaches of Liaohe River, facing Yingkou City across the river in the southeast and bordering Rongxing Korean Township and Tianzhuang Town in Dawa County in the northwest. The long reed areas are scattered and rich in woven reeds.

Panjin Liao Bin Economic Zone should start with reed field, which is an integral part of Panjin reed field, with a long production history, and the specific situation cannot be verified.

According to legend, during the Guangxu period-the early Republic of China, the soil on the beaches along the Liaohe River naturally desalinated, gradually forming vegetation, and some reeds gradually grew up. Derived from the lower beach of Liaohe River to the upper beach of Liaohe River, it gradually became a large reed field. During the Zhang period, old China was a private property jointly owned by officials, capitalists and landlords.

193 1 year Yingkou became a Japanese colony, and Tian Wei belonged to Hebei District of Yingkou County (now Panjin Liao Bin Economic Zone). During the Puppet Manchukuo period, Tang Wei was managed by Kant Jiangwei Co., Ltd., and later by Japanese Zhongyuan and Prince Pulp Co., Ltd.

As early as the thirty-second year of Guangxu in Qing Dynasty (1906), it was under the jurisdiction of Yingkou Coastal Defence Department of Haicheng County. In Xuantongyuan year (1909), the three townships, west and south of Haicheng, were under the jurisdiction of the Ministry of Coastal Defence. Two years later, it was changed to county system. In the eighth year of the Republic of China (19 19), the district and village system belonged to the sixth district of Yingkou County (now Panjin Liao Bin Economic Zone).

1935, part of the site belongs to No.7 District of Yingkou County, and part belongs to Shangbu District. From June 1937 to June 10, the Liaohe River was taken as the boundary, and the right bank area was all under the jurisdiction of Panshan County. In those days, Yingkou was changed into a municipal organizational system, and Liao Bin was subordinate to Hebei District of Yingkou City, with a district office.

1945 "August 15" recovery. During the Kuomintang rule, it was managed by the then Central Resources Committee and Liaoning Pulp Co., Ltd.

During the period of 1946, when the Kuomintang was in Yingkou City, it still implemented the district and village system, and Liao Bin was still under the jurisdiction of Hebei District of Yingkou City.

1August, 948, Yingkou was liberated, and Liao Bin was attached to Hebei Street in Yingkou City first and then set up a sub-district office. Later, it was changed to the jurisdiction of Yingkou City District III and Xishi District Office, and its reed field was nationalized.

1950 10 based on the original Panshan office of Yingkou paper mill, Panshan county state-owned Panjin reed farm was established.

1 950 1 65438+1October 14, Yingkou paper mill allocated the transport fleet and some reed fields to the state-owned Panjin reed field, including 7 iron tugboats, 3 wooden barges1boat, 8 wooden sailboats and wooden overnight boats/kloc. Xibao (Xihekou, Yingkou City), Shangkouzi (now Xi 'an Town, Dawa County) and Daxing (now Yingkou County) are classified as state-owned Liaobin reed fields. At that time, the state-owned Panjin paddock transport fleet was the largest inland river transport fleet in Liaoning Province, which was responsible for transporting papermaking raw materials to Yingkou Paper Mill. Panjin Weichang has a transportation unit at Taikoolou Wharf in Yingkou City, with 200 employees, including 30 managers and 65,438+070 crew members, headed by Wang Hongan. This is the predecessor of Panjin Liao Bin Economic Zone.

195 1 Panjin Weichang is a directly affiliated enterprise under the leadership of the Light Industry Administration of the Ministry of Industry of the Northeast People's Government. The northeast people's government instructed Panjin paddock to supply raw materials for Yingkou and Jincheng paper mills, and put forward formal opinions on the unified management of Panjin paddock.

1952, the Liaodong provincial people's government instructed Tang Wei in Yingkou to be taken over by the Light Industry Bureau of the Northeast Ministry of Industry, and the Yingkou County people's government followed the instructions of the province and handed over all the public Tian Wei entrusted by the province to Panjin paddock of the Light Industry Bureau of the Northeast People's government.

1953 Northeast Light Industry Bureau was abolished, and Panjin Reed Field was led by Paper Bureau of Central Ministry of Light Industry.

1March, 953, Panjin reed field was divided into four sub-fields, namely, the first sub-field (Shuijinquan), the second sub-field (Dongguo), the third sub-field (Liao Bin) and the fourth sub-field (Dandong and Gushan). Reed ponds on both sides of the Liaohe River near Yingkou are under the management of Panjin Reed Farm. That year, the reed fields below Sanchahe, at the mouth of Liaohe River and on both sides of Liaohe River were all in operation. At that time, the area of reed field was 6.5438+0.8 million mu. Excluding the beach area, it is divided into five production operation groups, such as Wudaopiao, Xilaowan and Dafangshen. The reed yield in the highest year reached 40,000 tons.

1956 At the beginning of June, Panjin State Farm Administration was changed to Liaoning Panjin Agricultural Reclamation Bureau, which was subordinate to the State Agricultural Reclamation Department. At the same time, Panjin reed field (including Liao Bin, Dongguo, Huanxiling and Weinan experimental stations) under the former Central Ministry of Light Industry was merged into Panjin Agricultural Reclamation Bureau.

1956 65438+February, in order to strengthen the unified management of farmland and reed field, Panjin reed field merged with Panshan one rice field and established Panjin Land Reclamation Bureau in Dawa.

Due to the change of administrative division and affiliation, the third branch of Panjin Reed Farm was changed to the state-owned Liao Bin Reed Farm on June 1957. In the same year, Liao Bin Reed Farm Committee was established. At that time, it was under the leadership of Panjin Agricultural Reclamation Bureau.

From 1958 to 1969, the area of reed field is 1 10000 mu. Among them, a part of the reed field in the upper reaches of the Liaohe River is allocated to Haicheng City, Yingkou County, and a part of the middle reaches is allocated to several farms along the Liaohe River in Dawa County.

1960 12.27, Xinhua District, Yingkou City handed over the relationship between the leader and the led party branch committee of the state-owned Liao Bin paddock to the leader of Panjin Land Reclamation Bureau.

1On August 20th, 964, according to the spirit of the Opinions of Liaoning Provincial People's Committee on Putting Reed Farms under the Unified Leadership of the Light Industry Department (document No.368), the Light Industry Department and Panshan County People's Committee negotiated with each other to hand over the original local state-owned reed farms in Panshan County from 196410. The Provincial People's Committee has successively approved the establishment of the provincial reed company directly under the Provincial Department of Light Industry in document [1964]233. The address is located in Goubangzi Town, Beizhen County, which is directly connected to Dongguo reed field, Yangjuanzi reed field and Panshan reed field. Zhaoquanhe reed field and Liaobin reed field are led by Panshan Land Reclamation Bureau.

65438+65438 0969+110. In October, with the consent of Liaoning Revolutionary Committee, Panjin Land Reclamation Bureau negotiated with Yingkou City to demarcate the regional boundaries. "With the Liaohe River as the boundary, Henan does not move, and Hebei does not move." Hebei (north bank of Liaohe River) belongs to Panjin area and is under the jurisdiction of Dawa County. Liao Bin Wei Chang moved from Taikoolou Wharf in Yingkou City to the right bank of Liaohe River. Since Yingkou was forced to open in the 11th year of Xianfeng in Qing Dynasty (186 1), Britain first set up Swire Steamship Company in Yingkou, and successively built many wharves, among which Taikoo Lou Wharf was one. The word "Taikoo" comes from Britain, and the original transliteration means that the total number of "tigers and lions" is located in London, England. Taikoo House is 550,000 pounds invested by the British. It is mainly a two-story red brick building with a boiler in the basement. The building is north-south, with stone foundation and brick-wood structure. The red bricks used are all shipped from England, and the architectural style is English, with the south bank of Liaohe River in the north and the streets in the city in the south. The building area is 2505 square meters. The building covers an area of 6,505 square meters, with 247 meters of left and right bank protection. There is also a dock and a warehouse. The docks are arranged along the river and tamped with American pine. Taikoo Lou Wharf only allows British ships to dock, and British ships lead to Shanghai, Tianjin, Hong Kong and Britain. Legend: Swire Steamship Company had 99 ships at that time, and every time it increased to 100, it sank one, which has been the case. In fact, according to historical records, Swire Steamship Company has 13 ships. The goods shipped from the dock are medicinal materials, coal and miscellaneous grains, and the imported white flour, daily necessities and kerosene are all domestic surplus products. The former Taikoo Wharf still stands on the bank of Liaohe River, and now it is in disrepair. The former site of Yingkou Branch of Swire Steamship Company has become the witness of history, and it is a municipal cultural relics protection unit in Yingkou.

The land, houses and other properties of the former Liao Bin Reed Site are still owned by the Liao Bin Reed Site. " Therefore, the Liao Bin area is inhabited by the residents of Yingkou West District and Dawa County of Panjin City, and the land of 1.38 square kilometers belongs to the jurisdiction of Yingkou City.

Liaobin Town People's Government was established in 1984.

In order to fully implement the opinions of Panjin Municipal Party Committee and Municipal Government on further deepening the reform of state-owned farms and the spirit of Dawa County Committee 16, Dawa Agricultural Reclamation Group Liao Bin Co., Ltd. was established on 200 1.
