Lin Shangli: Eight words: "Administration is effective and governance is invalid". Many comrades believe that as long as government administration is effective, grass-roots governance will be effective. This is a misunderstanding.

What is governance? It means that the state, government, society and people can maintain good relations, and then build a space for common growth. Governance must be two-dimensional, one is the government and the other is the society. If there is only government management without social participation, even if this governance model is temporarily effective, it will inevitably have defects.

Taking the work status of Shanghai neighborhood committees as an example, community neighborhood committees should be residents' autonomous organizations, but now they have become the administrative "end" of the government. The two sets of management systems that should coexist-government administration system and residents' autonomy system-are inevitably assimilated into one system. In this way, it seems that the government can manage it in the end, and the administration is indeed effective, but the consequence is the decline of the organizational capacity of grassroots society. This is the so-called "effective administration, ineffective governance".
