In order to further strengthen the safety management of fireworks and firecrackers, prevent the occurrence of fires, explosions and other accidents caused by fireworks and firecrackers, ensure the production and storage safety of inflammable and explosive enterprises such as chemical industry in the whole region, and ensure the safety of people's lives and property, according to the requirements of the Law of People's Republic of China (PRC) on Public Security Administration Punishment, the Regulations on the Safety Management of Fireworks and Firecrackers, the Implementation Measures for the Business License of Fireworks and Firecrackers and the Regulations on the Safety of Fireworks and Firecrackers, combined with the actual situation in our region,
First, it is strictly prohibited to set off fireworks and firecrackers in the following places and surrounding areas:
Quangang Petrochemical Industrial Park and its safety control zone, especially within the safety protection distance around United Petrochemical, Meizhou Bay chlor-alkali, Dongxin Petrochemical, Tianyuan Chemical, Kemeite Gas, Quangang Oil Depot, Rong Zhen Petrochemical and Donggang Petrochemical;
Other flammable and explosive goods production and storage units, especially gas stations, Decheng Resin, Walbao Resin, Dida Petrochemical, Deli Chemical, Sheng Yuan Industry and Trade, Zhong Ping Shenma, Hua Fu Melamine, Huaxing Gas, Sheng Da Gas, Xingang Liquefied Gas, Zechuan Liquefied Gas and other flammable and explosive enterprises are all within the surrounding safety protection distance;
Cultural relics protection units;
Traffic hubs such as stations and docks and railway line safety protection zones;
In the safety protection zone of power transmission and transformation facilities;
Medical institutions, kindergartens, primary and secondary schools, nursing homes, shopping malls and other crowded places;
State organs, important military facilities, forests and other key fire prevention areas.
Second, the property units or users of the above-mentioned areas or places where discharge is prohibited should demarcate the boundaries of safety and fire prevention areas within their respective jurisdictions before 1.08, and the people's governments of towns should convene the property units or users of the areas or places where discharge is prohibited within their respective jurisdictions before 1.25 to study and determine the boundaries of the areas where discharge is prohibited, set up warning signs at the boundaries, and announce them to the public in time.
Three, the town, police station, village people's government should strengthen supervision measures, increase supervision. Towns should organize villages under their jurisdiction to set up rectification teams, and police stations should set up supervision teams to strengthen daily inspections, especially during the peak period of fireworks and firecrackers, and educate and investigate the behavior of fireworks and firecrackers in restricted areas. Villages and towns should publicize in all directions within their jurisdiction, urge property units or users who are forbidden to enter areas or places to set up and post warning signs and publicity slogans, so as to be well-known and urge the masses to consciously abide by this circular and relevant regulations.
Four, any unit or individual shall consciously abide by the relevant laws, regulations and rules, and shall not set off fireworks in restricted areas, and have the right to discourage and report violations of fireworks safety management regulations to public security, market supervision, emergency management and other departments. Relevant functional departments shall promptly accept reports and organize investigations according to their respective responsibilities.
Five, in violation of the provisions of this notice, the public security department shall, in accordance with the provisions of Article 42 of the Regulations on the Safety Management of Fireworks and Firecrackers, order it to stop the discharge and impose a fine of more than 500 yuan 100 yuan; If it constitutes a violation of public security administration, the public security department shall give public security punishment according to the relevant provisions of the People's Republic of China (PRC) Public Security Administration Punishment Law. If illegal fireworks and firecrackers cause property losses or personal injuries to the state, the collective and others, they shall bear corresponding economic compensation responsibilities according to law, and if the case constitutes a crime, they shall be investigated for criminal responsibility according to law.
