Pei Songzhi thought it was probably invented by Wu people to show their orthodoxy. The reason for Sun Jian's retirement is that the decree is not credible, or at least it is too one-sided. But one thing, though not mentioned in the Romance of the Three Kingdoms, is that Sun Jian, like Cao Cao, was disheartened after seeing the intrigue of his ministers.
