Entry quarantine examination and approval, entry port, certificate verification.

1. Entry quarantine examination and approval: Before the grain enters the country, the import enterprise shall apply for the entry quarantine permit from the inspection and quarantine institution directly under the entry port on the basis of the agricultural "going out" planting plan, resale quantity and place of origin, and inspection and quarantine examination and approval materials.

2. Port of entry: Imported grain shall enter the country from the designated grain port that meets the relevant conditions.

3. Certificate verification: When grain enters the country, the entry inspection and quarantine institution shall verify whether the batch of grain is accompanied by the plant quarantine certificate issued by the exporting country and other safety and quality certification materials, and whether it is accompanied by the entry plant quarantine license issued by the General Administration of Quality Supervision, Inspection and Quarantine and the safety certificate of agricultural genetically modified organisms (for genetically modified products) issued by the Ministry of Agriculture, and approve the corresponding contents.
