Article 1 In order to standardize the recruitment of noncommissioned officers directly from non-military departments and improve the quality of noncommissioned officers.
In order to improve the overall quality of officers and enhance the combat effectiveness of troops, these provisions are formulated in accordance with the military service law, regulations on conscription work and relevant regulations.
Article 2 The term "enlisting non-commissioned officers" as mentioned in these Provisions refers to enlisting graduates from ordinary institutions of higher learning, senior technical schools and technician colleges and other citizens with professional skills to perform military service in the army on a voluntary basis.
Article 3 The recruitment of noncommissioned officers shall meet the needs of specialized noncommissioned officers in the navy, air force and the Second Artillery Corps and those with a high degree of informatization in accordance with the strategic goal of building an informationized army and winning an informationized war, adhere to the principles of professional counterparts, enriching the grassroots, consistent recruitment and employment, and ensuring key points, fully rely on national educational resources, recruit high-quality noncommissioned officers for the army, and focus on recruiting professionals with short supply, complex technology and long training period.
Article 4 The General Staff Department, the General Political Department, the General Logistics Department, the Ministry of Education, the Ministry of Public Security, the Ministry of Civil Affairs, the Ministry of Finance, Ministry of Human Resources and Social Security and other departments shall, in accordance with the division of functions, do a good job in recruiting non-commissioned officers. The specific work of recruiting Jinshi Palace nationwide is undertaken by the Recruitment Office of the Ministry of National Defense. The conscription office is responsible for guiding, coordinating, inspecting and supervising the recruitment of non-commissioned officers in this region. Local conscription offices at or above the county level shall be responsible for the recruitment of noncommissioned officers in their respective administrative areas.
Article 5 The Military Department of the General Staff Department is responsible for putting forward the professional and quantitative requirements for the annual recruitment of non-commissioned officers in the whole army. Units at or above the regimental level shall, according to the allocation of non-commissioned officers and the actual needs, report the professional and quantitative requirements for recruiting non-commissioned officers step by step.
Article 6 The funds required by local conscription offices at all levels to recruit non-commissioned officers shall be included in the conscription funds by local finance to ensure it. The guarantee channels for the funds needed for the army to change jobs, transport, train and withdraw from active duty noncommissioned officers shall be implemented with reference to the method of recruiting conscripts. The funding standard for recruiting non-commissioned officers into the army is implemented in accordance with the unified standards of the whole army, and the funds required for pre-job professional training are included in the funding guarantee of related undertakings.
