"Four Ones" is a concept put forward in the Decision of the Central Committee on Strengthening the Construction of the Party's Ruling Ability adopted by the Fourth Plenary Session of the 16th CPC Central Committee;

Its spiritual essence can be summarized as "four ones": that is, to realize "one ruling essence", that is, to lead, support and ensure that the people are masters of the country;

Reflect "a fundamental requirement", that is, adhere to the organic unity of the party's leadership, the people being the masters of the country and governing the country according to law;

Clear the "important way", that is, we must unswervingly follow the political development path chosen by the China * * * production party and the people of China;

Perfecting "one ruling way" means insisting on ruling according to law. Being the master of the people is the essential requirement of socialist democratic politics, governing the country according to law is the basic strategy of the party leading the people to govern the country, and the leadership of the party is the fundamental guarantee for the people to be the masters of the country and govern the country according to law.

The fourth plenary session of the 16th Central Committee of the Communist Party of China (CPC) was held in Beijing from September 6th to September 9th, 2004. Present at the plenary session were 194 members of the Central Committee and 152 alternate members of the Central Committee. Members of the Central Commission for Discipline Inspection and responsible comrades of relevant parties attended the meeting as nonvoting delegates.
