Shanwei's predecessor, Hailufeng Revolutionary Base, is one of the thirteen red revolutionary bases in China, the birthplace of the first county-level Soviet regime in China, and the hometown of the martyr Peng Pai, the king of the peasant movement. Shanwei City is located in the southeast coast of Guangdong Province, bordering Jieyang City and Huilai County in the east.
