Carbon neutrality refers to the total amount of carbon dioxide gas emissions directly or indirectly generated by enterprises, groups or individuals in China over a period of time, which is offset by energy substitution, energy conservation and emission reduction, industrial adjustment, afforestation and other ways to achieve "zero emission" of carbon dioxide.
Background of carbon neutrality at the peak of carbon dioxide emission
At the15th general debate of the United Nations General Assembly, the United Nations Biodiversity Summit, the 12th meeting of BRICS leaders and the Climate Ambition Summit, in order to cope with the great threat to human living environment brought by the rapid global climate change, China proposed to strive to reach the carbon peak by 2030 and to achieve carbon neutrality by 2060.
At the Central Economic Work Conference in 2020, China repeatedly proposed to achieve carbon neutrality at the peak of carbon dioxide emissions. In 20021year, the National People's Congress (NPC) and the National People's Congress (NPC) announced that the peak value of carbon dioxide emissions was carbon neutral, which was written in the government work report. A series of "double carbon" policies followed, which promoted the implementation of the "double carbon" policy in a rhythmic, step-by-step and more scientific way.
