Consolidate existing support policies, make overall use of policy funds such as disaster prevention and relief in agricultural production, industrial clusters with superior characteristics of wheat, green, high-quality and efficient actions of key crops, and socialized services in agricultural production to comprehensively support grain production;

2, earnestly grasp the grain purchase. Implement the national minimum purchase price policy, issue the Work Plan for Minimum Purchase Price of Wheat in 2022, start the minimum purchase price of wheat in time according to market conditions, and firmly hold the bottom line of farmers' "selling grain". Do a good job in the purchase of grain by the market, guide multi-market players to enter the market for purchase, coordinate the implementation of purchase funds, strengthen various guarantees such as personnel, warehouse capacity, instruments and equipment, and ensure that "some people receive grain, have money to receive grain, have warehouses to receive grain, and have cars to transport grain". Carry out special inspection of summer grain purchase, standardize the purchase behavior and maintain market order;

3. Strengthen grain and oil supply and price stability. Guide big cities to enrich the grain and oil reserves of small packaged finished products, improve the emergency supply system and ensure market supply. Cooperate with the state to organize policy grain auctions, urge and guide reserve enterprises to scientifically grasp the timing and rhythm of rotation, play a good role in throughput regulation, and effectively increase market supply;

4. Ensure the supply of chemical fertilizer. Implement the task of fertilizer reserves at all levels and increase the scale of reserves in a timely manner. Help enterprises to coordinate and solve the raw materials, transportation, environmental protection and other issues involved in the production and circulation of chemical fertilizers. Actively expand the import quantity of potash fertilizer, control the export of chemical fertilizer, and give priority to meeting the supply of domestic chemical fertilizer market. Support fertilizer production enterprises and distribution enterprises in the province to participate in the national reserve potash tender.

To do a good job in food security, we must do the following key points:

1. Further strengthen and improve the grain reserve system, optimize the regional layout, improve the variety structure and improve the logistics system. Encourage China enterprises to deeply integrate into the global agricultural food production, processing, logistics, marketing and trade industrial chain, value chain and supply chain, deeply participate in international agriculture and global food security governance, and build a sustainable, stable and safe global agricultural food supply network.

2, constantly strengthen the capacity building of food supply security. On the one hand, it is necessary to further strengthen the construction of food supply guarantee capacity, strengthen and improve the agricultural support policy system, protect and improve farmers' enthusiasm for growing grain and farming, consolidate local farmers' enthusiasm and sense of responsibility for paying attention to food, increase support for agricultural infrastructure construction, vigorously promote agricultural scientific and technological innovation, and effectively improve the comprehensive grain production capacity.
