This opinion is based on the Articles of Association of Producers' Party of China, Articles of Association of Producers' Communist Youth League of China, Detailed Rules for the Development of party member by Producers' Party of China, Measures for the Implementation of the Communist Youth League's Promotion of Joining the Party (for Trial Implementation) and other relevant requirements, combined with the actual work of grassroots party organizations in Huai 'an.
1, what is the goal first?
The "Opinions" clarified the goal and task of "striving for excellence", that is, to make "striving for excellence" gradually become the main channel for Party organizations to develop young party member, to make * * * youth league members become the main source for Party organizations to develop young party member, to better realize the function of "educating people for the Party", and to contribute to uniting and mobilizing young league members to follow the Party and continue to write a wonderful chapter of high-quality leap-forward development in Huai 'an.
2. What does the standard look at?
The "Opinions" pointed out that it is necessary to strictly "push the best" standard. Focus on:
(a) China young workers, farmers, soldiers, intellectuals and other social strata of middle-aged outstanding members 18 years of age (group age in 1 year of age or above);
(two) to recognize the party's program and articles of association, to participate in party organizations and actively work in them, to implement the party's resolutions, and to pay party dues on time;

Those who lack belief in Marxism, have no consciousness of productism, are not firm in their positions and attitudes in major political struggles, spread anti-party and anti-socialist remarks, do not strictly abide by national laws and regulations, and violate laws and regulations shall not be classified as "striving for Excellence" objects.
3. Secondly, what are the procedures?
The "Opinions" emphasize that it is necessary to standardize the implementation of the "promotion" work steps.
(a) brewing nomination, combined with daily understanding, integral evaluation, volunteer service and other evaluation mechanisms, brewing to put forward candidates who meet the conditions of "promoting Excellence";
(two) to apply, the Youth League branch applies to the superior organization to hold a "promotion" meeting, and the superior organization is responsible for supervising and assessing the "promotion" work;
(three) to convene a general meeting of members, and the secretary of the Youth League branch shall preside over the meeting of "striving for Excellence". Party organizations at the same level and higher-level organizations may send personnel to the meeting for guidance, and a list of candidates for "striving for Excellence" will be produced through democratic appraisal;
(four) inspection and publicity, the League branch committee to inspect the elected candidates, put forward organizational opinions, and publicity;
(5) After checking the publicity without objection, the Youth League branch organizes to fill in the Examination Form for Promoting the Communist Youth League Organizations to Join the Party, and reports the relevant materials to the superior organization for examination according to the management authority, and the superior organization will further investigate the recommended objects;
(6) Overall recommendation: for qualified candidates, the superior organization will form a summary of the "promotion" situation and inspection materials and recommend them to the party branch.
What are the requirements?
The "Opinions" require that party organizations at all levels should conscientiously implement the principle that "young people under the age of 28 should join the party and generally develop from party member; The development of league members to join the party should generally be recommended by the league organizations, actively seek the opinions of the league organizations at the same level, and guide the league organizations to formulate the annual "promotion" work plan.
Party organizations should continue to maintain contact between the Party and the masses in the application of promotion results and the training and inspection of activists joining the Party, and jointly do a good job in training and contacting "promotion" members. Grass-roots party organizations should take the Audit Form for Promoting League Organizations to Join the Party as an important record material for the work of "promoting youth" and put it in the files of the recommended people.
