Team is the grass-roots organization of enterprise's production and operation activities, and it is the foothold of all the work of the enterprise. Strengthening team building is a long-term strategic move of enterprises. In order to fully implement Scientific Outlook on Development, improve the basic quality of employees, improve the level of grass-roots team construction, focus on building a long-term mechanism for grass-roots construction, and lay a solid foundation for accelerating the construction of a comprehensive international energy company, the party group of the group company decided to carry out in-depth activities to create a "learning, safe, clean, economical and harmonious" team (hereinafter referred to as "five-type" team) in the front-line production and operation teams (including gas stations), and put forward the following implementation opinions.
I. Guiding ideology and overall objectives
(1) guiding ideology: under the guidance of Deng Xiaoping Theory and Theory of Three Represents, around the two themes of scientific development and building harmony, thoroughly implement the Outline of Grass-roots Construction, vigorously carry forward the Daqing spirit, the Iron Man spirit and the fine traditions of the petroleum industry, persist in strengthening the foundation, promoting development, seeking truth and being pragmatic, inheriting and innovating, make great efforts to strengthen team execution, continuously enhance team cohesion and combat effectiveness, and lay the foundation for the sound and rapid development of the group company.
(2) Overall goal: focus on the first-line teams in production and operation, carry out "five-type" team activities in depth, and strive to build more than 80% of the grass-roots teams of the group company into first-class teams that are diligent, talented and innovative by the end of the Eleventh Five-Year Plan; Build a first-class team with sound system, compliance and discipline, and safe production; Create a first-class team with clean equipment, civilized posts and clean environment; Building into a first-class team to save energy, reduce consumption, increase income and reduce expenditure, and achieved remarkable results; Build a first-class team with people-oriented, open class affairs, unity and harmony.
Second, the basic content
(A) to create a "learning" team. Firmly establish the concept of "lifelong learning", aiming at improving the overall quality of employees and cultivating skilled talents, and taking the activity of "creating learning teams and striving to be knowledge-based employees" as the carrier, constantly improve the learning environment of teams and groups, and strive to create a learning atmosphere; Establish and improve the learning system and incentive mechanism to promote and stimulate the learning enthusiasm of employees; Extensively carry out on-the-job training and technical competition activities to improve job competitiveness and employee operation skills. Strive to make team building a "cradle of talents" for employees to study hard, enhance their skills and improve their quality.
(B) to create a "safe" team. Firmly establish the concept of "safety first, environmental protection first, people-oriented", follow the management requirements of HSE system, take "zero accident" as the goal, earnestly implement the post responsibility system of teams and groups, strictly abide by labor discipline, strengthen "three basics" (basic construction, basic work and basic training), and oppose "three violations" (illegal command, illegal operation and violation of labor discipline); Strictly implement technical standards, work processes and operating procedures, and strengthen team execution; Effectively strengthen risk management, involve all staff in hazard identification and risk assessment, formulate and take control measures to improve emergency response and disposal capabilities; Conduct safety education and training for all employees, improve safety operation skills and safety awareness, and realize safety production. Firmly establish the concept of "clean development", with the goal of promoting the coordination between teams and groups and the environment and realizing clean production of teams and groups, strictly fulfill the responsibility of environmental protection objectives and prevent environmental pollution and ecological damage; Strengthen the management of pollution sources, continuously carry out cleaner production, and eliminate pollution from the source; Strengthen the prevention and control of environmental pollution, do a good job in self-control, mutual control and joint control, and realize civilized and clean production in the whole process. Strive to build grass-roots teams and groups into "green class stations" with clean posts, clean equipment and clean environment.

1. Environmental protection objectives and responsibilities are implemented, and ecological protection measures are concrete and effective. On-site environmental management meets the requirements of technical specifications for the construction of "green grass-roots teams (stations) and workshops (devices)".
2. Equip and use environmental protection facilities and equipment in strict accordance with the standards, conduct regular environmental monitoring and declaration, control the total amount to meet the requirements, and discharge the "three wastes" (waste water, waste gas and waste residue) stably up to the standard.
3. Standardize the on-site management of teams and groups, realize civilized and clean production, keep the on-site items in order, make the operation room bright and tidy, and make the operators dress appropriately. Organize employees to afforest and beautify the working environment according to local conditions.
4. Strictly implement the employee health inspection system to prevent the occurrence of occupational diseases, distribute labor protection articles according to regulations, and ensure that the occupational health protection work is in place.

As the lead department, the ideological and political work department of the group company should strengthen organization and coordination, and the relevant departments of the headquarters organs should do a good job in policy research and guidance of the activities of "five-type" team creation according to the division of labor, and improve the top-down supervision and inspection mechanism. All enterprises should proceed from reality, under the unified leadership of the leading group for grass-roots construction work, establish and improve the organizational system created by the "five-type" team, establish a working mechanism of unified leadership of the party and government, division of responsibilities of relevant departments, and coordination led by trade unions, and form a strong joint force to promote the creation of the "five-type" team. It is necessary to seriously study and formulate the work objectives, implementation plans, main measures and assessment and incentive mechanisms of the creation activities, and promote the "five-type" team creation activities in a focused and step-by-step manner.
