Constitution of China Sports Dance Federation
Chapter I General Principles

Article 1 The name of this organization is China Sports Dance Federation, which is referred to as China Sports Dance Federation for short. The abbreviation is "CDSF"

Article 2 China Sports Dance Federation is a non-profit national mass sports social organization with independent legal personality, a member of the All-China Sports Federation, and the only legal organization recognized by the Chinese Olympic Committee to represent China in international professional and amateur sports dance organizations. China Sports Dance Federation is composed of units and individuals who support the leadership of China's * * * production party, abide by national laws and regulations, abide by the articles of association of China Sports Dance Federation, and have certain influence in the field of sports dance.

Article 3 Purpose of China Sports Dance Federation (omitted)

Article 4 China Sports Dance Federation is an organization recognized by the State Sports General Administration and the Ministry of Culture. Accept the business guidance, supervision and management of the State Sports General Administration and the Ministry of Civil Affairs.

Article 5 The meeting place of China Sports Dance Federation is located in Beijing.

Chapter II Scope of Business

Article 6 The business scope of China Sports Dance Federation:

(1) Definition of sports dance: refers to standard dance, Latin dance, decathlon (standard dance, Latin dance 65,438+00) and rock dance (swing dance, including Shaershan Sasha and Mambo, etc. ) officially launched internationally; Jazz dance; Lindy hop) and other classified projects of national and international sports dance competitions, training, performances, training, technical exchanges, entertainment and other activities approved by the State Sports General Administration.

(2) Be fully responsible for the business management of this project, and study and formulate the development plan, plan and relevant policies of sports dance.

(four) to examine and revise the rules and judging laws of sports dance competitions, study and formulate national competition plans and rules, and report them to the State Sports General Administration for approval before implementation.

(five) to guide the popularization and improvement of sports dance in member units.

(six) responsible for organizing the national sports dance competition and the training of referees, coaches and athletes.

(seven) the development of sports dance referees, coaches, athletes and other technical grading system. Organize the examination and evaluation of national referees, coaches and athletes, and guide local sports departments to do a good job in the evaluation of grade referees, coaches and athletes.

(eight) responsible for the management of the registration and exchange of national sports dancers.

(nine) to participate in relevant activities of international and Asian sports and dance organizations, and organize or undertake international competitions. Carry out international and technical exchanges to enhance friendship with sports and dance organizations in various countries and regions.

(ten) in accordance with the relevant provisions of the State Sports General Administration and international sports organizations, organize or entrust member units to undertake national or international sports dance competitions, training, performances and other activities.

(eleven) responsible for organizing and coordinating the scientific research work of sports dance theory, scientific research, sports technology and other topics, and promoting the scientific development of sports dance.

(twelve) in conjunction with the relevant departments of sports dance competition equipment, clothing, shoes, accessories and other technical guidance and approval.

(thirteen) combined with sports and dance, to carry out diversified operations, and actively earn foreign exchange, and accumulate funds for the development of sports and dance.

(fourteen) to publicize and introduce all kinds of information, trends and experiences about sports dance to the society, in recognition of advanced.

(fifteen) extensive contact and unity of people from all walks of life, give full play to the role of the Federation as a bridge.

Chapter III Members

Article 7 The members of China Sports Dance Federation are divided into unit members and individual members.

(1) Unit members are divided into two categories: regional unit members and professional unit members.

1. Members of regional units refer to sports and dance institutions and organizations with management, coordination and guidance functions in their respective regions and industries, mainly including:

(1) Sports and Dance Associations of all provinces, autonomous regions, municipalities directly under the Central Government and cities under separate state planning;

(2) Sports dance organizations of sports associations in various industries;

(3) Sports dance organizations of China People's Liberation Army and Public Security Armed Police Force.

2. Members of professional units refer to units or organizations with special functions in sports dance professional training, technical skills and theoretical training, sports dance related equipment and clothing, and other units or organizations that enthusiastically support and sponsor sports dance, mainly including:

(1) Sports and Dance Clubs affiliated to central state organs and ministries and commissions in the State Council;

(2) Sports dance clubs in factories, mines, enterprises and institutions;

(3) Sports Dance Department in colleges and secondary specialized schools;

(4) Sports dance clubs and training centers with certain teaching and training conditions;

(5) Domestic agents and sales agencies of equipment, equipment and clothing production enterprises with standardized production conditions and a certain production scale related to sports dance and foreign production enterprises with relevant qualifications;

(six) other units or organizations that enthusiastically support and fund sports and dance undertakings.

(2) People and citizens of China who recognize the articles of association of China Sports Dance Federation, have decent ideological style and care about sports dance can apply to join China Sports Dance Federation and become individual members of China Sports Dance Federation.

Article 8 To apply for joining the China Sports Dance Federation, the following conditions must be met:

(1) Members of regional units applying for membership must meet the following conditions:

1, supporting the articles of association of the Federation;

2. Willing to join the Federation;

3. Have a certain influence on the business (industry and discipline) of the Federation;

4. Sports and dance associations and organizations in all provinces, autonomous regions, municipalities directly under the Central Government and cities under separate state planning shall be approved by the local community registration department; Sports dance associations and organizations of various industry associations and China People's Liberation Army and Public Security Armed Police Force shall be approved by the sports associations and sports authorities in this industry;

5. Having perfect organizational structure and legal person qualification;

6. Being able to exercise membership rights and fulfill membership obligations;

7. Have the ability to bear civil liability independently.

(2) A member professional unit applying for membership shall meet the following conditions:

1, supporting the articles of association of the Federation;

2. Willing to join the Federation;

3. Have a certain influence on the business (industry and discipline) of the Federation;

4. There are relatively standardized and perfect articles of association and organizational management institutions;

5. Have a relatively fixed activity place;

6. There are legal assets that meet the relevant regulations and the scale of the Federation;

7. It has the qualification of a legal person or the competent department, and has a person in charge who can bear civil liability independently.

(3) An individual member who applies for membership shall meet the following conditions:

1, supporting the articles of association of the Federation;

2. Willing to join the Federation;

3. Have a certain influence on the business (industry and discipline) of the Federation;

4. Be able to exercise membership rights and fulfill membership obligations.

Article 9 The membership procedure is:

(1) Submit an application for membership to the secretariat of China Sports Dance Federation;

(two) the Standing Committee discussed and adopted;

(three) the Standing Committee authorized the secretariat to send its membership certificate to the China Sports and Dance Federation.

(4) Sports Dance Associations of all provinces, autonomous regions, municipalities directly under the Central Government and cities under separate state planning may directly submit written applications to the Secretariat of China Sports Dance Federation to apply for membership. Other sports dance organizations and enterprises related to sports dance apply for membership, which must be approved by the sports administrative departments of the provinces, autonomous regions, municipalities directly under the Central Government and cities under separate state planning, and reported to the Secretariat of China Sports Dance Federation, and become members of professional units after approval.

(five) individuals who have made special contributions to China Sports Dance or China Sports Dance Federation may become "honorary members for life" or "honorary members" of China Sports Dance Federation after being discussed and approved by the Standing Committee of the Secretariat.

Article 10 A unit member shall enjoy the following rights:

(1) Rights of members of regional units:

1, the right to vote, to be elected and to vote of the Federation;

2. Participate in the activities of the Federation;

3. Get the priority of joint service;

4. Have the right to criticize, suggest and supervise the work of the Federation;

5. Freedom of voluntary participation and withdrawal;

6. Have the right to participate in the formulation and revision of the articles of association, and to review and approve the work agenda of the Federation;

7, have the right to manage the local area or the system of sports dance work;

8. Have the right to apply for organizing (or undertaking) Federation-related competitions and activities;

9. Have the right to provide paid services for sports and dance lovers.

(2) Rights of members of professional units

1, the right to vote, to be elected and to vote of the Federation;

2. Participate in the activities of the Federation;

3. Get the priority of joint service;

4. Have the right to criticize, suggest and supervise the work of the Federation;

5. Freedom of voluntary participation and withdrawal;

6. Have the right to apply for hosting all kinds of national competitions and activities organized by the Federation;

7. Have the right to provide paid services for sports and dance lovers;

8. The legitimate rights and interests of engaging in sports dance activities are maintained and helped by China Sports Dance Federation.

Eleventh individual members enjoy the following rights:

(a) have the right to give priority to participate in sports and dance activities organized by the Federation;

(two) the right to have priority in obtaining the services of the Federation;

(three) enjoy the right to criticize and suggest the work of the Federation and the right to supervise;

(4) Freedom of voluntary membership and withdrawal.

Article 12 Members shall perform the following obligations

(1) Members of regional units shall perform the following obligations:

1, implement the resolution of the Federation;

2. Safeguard the legitimate rights and interests of the Federation;

3. Complete the work assigned by the Federation;

4. Pay membership dues according to regulations;

5. Report the situation to the Federation and provide relevant information;

6. Submit the annual work plan and the completion of key competitions to the Federation on time, and consciously accept the business guidance and inspection of the Federation;

7. Actively publicize, organize and promote sports and dance activities in the region or within the system;

8. Actively support and participate in various competitions and activities organized by the Federation;

9. Actively develop group members and individual members in the region or within the system, and do a good job in various services;

10, strive to improve the level of sports dance in the region or within the system, and strengthen academic exchange activities with other members of the Federation.

(2) Members of professional units shall perform the following obligations:

1, implement the resolution of the Federation;

2. Safeguard the legitimate rights and interests of the Federation;

3. Complete the work assigned by the Federation;

4. Pay membership dues according to regulations;

5. Report the situation to the Federation and provide relevant information;

6, actively promote and carry out sports dance in the local or the unit;

7. Actively develop individual members and do a good job in serving them;

8. Respect morality and discipline, and earnestly safeguard the unity of the Federation and fishing organizations at all levels.

(3) Individual members shall perform the following obligations:

1, implement the resolution of the Federation;

2, safeguard the legitimate rights and interests of the Federation.

3. Complete the work assigned by the Federation.

4. Pay the membership fee as required.

5. Report the situation to the Federation and provide relevant information.

6, care and support the development of sports dance, actively organize, participate in and promote local sports dance activities;

7. Actively safeguard the unity of federations and sports dance organizations at all levels and the reputation of sports dance;

8. Actively support and fund the development of sports dance in China.

Article 13 Withdraw from the meeting

Members shall notify China Sports and Dance Federation in writing and return their membership cards.

If a member fails to pay the membership fee or participate in the activities of China Sports and Dance Federation for one year, it will be deemed as automatic withdrawal.

Article 14 If a member seriously violates the Articles of Association, it shall be removed by voting at the members' congress.

Chapter IV Establishment and Cancellation of Institutions and Responsible Persons

Article 15 The highest authority of China Sports and Dance Federation is the National Congress of its members, and each session of delegates is elected by group members. The functions and powers of the National Congress of Members are:

(a) to formulate and amend the articles of association;

(2) Electing or dismissing the leading bodies of the China Sports and Dance Federation;

(three) to listen to and consider the work report and financial report of the Standing Committee;

(four) to discuss and decide on relevant proposals and resolutions;

(5) Deciding to terminate.

(six) to decide on other major issues.

Article 16 A member representative meeting can only be held when more than two thirds of the members' representatives are present, and it can only take effect when more than half of the members' representatives attend.

Seventeenth members' congress is held every five years. If it is necessary to advance or postpone the general election due to special circumstances, it must be voted by the congress, reported to the State Sports General Administration for examination and approval by the Ministry of Civil Affairs. However, the extension period shall not exceed one period at the longest.

Article 18 The Federation shall establish a standing committee. The Standing Committee is composed of the Chairman, the Vice-Chairman, the Secretary-General and some provincial and municipal representatives for a term of five years. Members of the Standing Committee shall be elected by the member representatives, and shall be elected only with the consent of the member representatives above 1/2. The Standing Committee is the executive body of the member congress, leading the Federation to carry out its daily work during the intersessional period and being responsible to the member congress. The daily office of the Standing Committee is the secretariat of the China Sports and Dance Federation.

Article 19 The functions and powers of the Standing Committee are:

(a) to implement the resolutions of the members' congress;

(two) to elect and recall the chairman, vice chairman and secretary general;

(three) to prepare for the convening of the members' congress;

(four) to report the work and financial situation to the members' congress;

(five) to decide to absorb or recall members;

(6) Deciding to establish offices, branches, representative offices and entities;

(seven) to decide the appointment and removal of the Deputy Secretary General and the principal responsible persons of various institutions;

(eight) to lead the institutions of the Association to carry out their work;

(nine) to formulate internal management system;

(10) To decide on other major matters.

Article 20 A meeting of the Standing Committee shall be convened only when more than two thirds of the members of the Standing Committee are present, and its resolution shall take effect only when more than two thirds of the members of the Standing Committee are present.

Twenty-first meetings of the Standing Committee shall be held at least once a year. Under special circumstances, it can also be held by communication.

Article 22 The chairman, vice-chairman (including the Standing Committee) and secretary-general of China Sports and Dance Federation must meet the following conditions:

(a) adhere to the party's line, principles and policies, good political quality;

(2) Having great influence in the business field of the Federation;

(3) The maximum age of the chairman, vice-chairman and secretary-general shall not exceed 70, and the secretary-general shall be full-time;

(4) Being in good health and able to stick to normal work;

(5) Not deprived of political rights or subjected to criminal punishment;

(6) Having full capacity for civil conduct.

Twenty-third Federation chairman, vice chairman, secretary general over the maximum working age, must be approved by the members' congress, reported to the State Sports General Administration for examination and approval, the Ministry of Civil Affairs before taking office.

Article 24 The term of office of the chairman, vice-chairman and secretary-general of the Federation is five years. The maximum term of office shall not exceed two terms. If it is necessary to extend the term of office due to special circumstances, it shall be approved by more than two-thirds of the members' representatives at the members' congress, reported to the State Sports General Administration for examination, and approved by the Ministry of Civil Affairs before taking office.

Article 25 The Secretary-General of China Sports Dance Federation is the legal representative of the Federation.

Article 26 The President of this Federation shall exercise the following functions and powers:

(1) Convening and presiding over meetings of the Standing Committee;

(two) to check the implementation of the resolutions of the members' congress and the Standing Committee;

(3) To supervise and inspect the work of the Secretariat and listen to reports;

(4) Signing relevant important documents on behalf of the Federation.

Article 27 The Secretary-General of this Federation shall exercise the following functions and powers:

(a) to organize the office to carry out daily work and organize the implementation of the annual work plan;

(2) Coordinating the work of branches, representative offices and entities;

(3) Nominating the Deputy Secretary-General and the principals of offices, branches, representative offices and units, and submitting them to the Standing Committee for decision;

(four) to decide on the employment of full-time staff in offices, branches, representative offices and entities;

(5) Signing relevant documents on behalf of the Federation;

(6) Handle other daily affairs.

Article 28 According to the functions entrusted by the State Sports General Administration, the Social Sports Guidance Center of the State Sports General Administration is the permanent office of the China Sports and Dance Federation and undertakes the duties of the Federation secretariat.

Article 29 The Federation shall have several consultants. Persons who have made significant contributions to the sports dance cause in China shall be appointed by the Standing Committee.

Article 30 The Federation shall have a special vice-chairman. Personnel hired by the Standing Committee to support sports and dance for a long time and make significant contributions.

Article 31 The Federation consists of professional sports dance branches, ballroom dancing committees, competition committees, education committees, industrial development committees, youth committees, publicity and promotion committees and ballroom dancing committees.

Article 32 The special committees of China Sports and Dance Federation are branches of the Federation, and the secretariat is responsible for coordinating its daily work. Each special committee consists of one chairman, two to three vice-chairmen and several members. The director and deputy director are ex officio members of the Federation.

Chapter V Principles of Asset Management and Use

Thirty-third China Sports Dance Federation funding sources:

(1) membership fees;

(2) donation;

(3) government funding;

(4) Income from activities or services provided within the approved business scope;

(5) interest;

(6) Other lawful income.

Article 34 The Federation shall collect membership fees in accordance with relevant state regulations.

Thirty-fifth Federation funds must be used for the business scope and career development stipulated in the articles of association, and shall not be distributed among members.

Article 36 The financial affairs of the Federation shall be managed by the Social Sports Guidance Center of the State Sports General Administration to ensure that the accounting information is legal, true, accurate and complete.

Article 37 The assets management of the Federation shall implement the financial management system stipulated by the state, accept the supervision of the general meeting of members and the financial department, accept the supervision of the auditing organ, and publish relevant information to the society in an appropriate way.

Article 38 Before changing its legal representative, the Federation must accept the financial audit organized by the Ministry of Civil Affairs and the State Sports General Administration.

Article 39 No unit or individual may occupy, privately divide or misappropriate the assets of the Federation.

Fortieth the wages, insurance and welfare benefits of the full-time staff of the Federation shall be implemented with reference to the provisions of relevant state institutions.

Chapter VI Procedures for Amending the Articles of Association

Forty-first amendments to the articles of association of the Federation must be approved by the Standing Committee and reported to the members' congress for deliberation.

Article 42 The revised articles of association of the Federation shall come into effect within 15 days after being approved by the member congress, examined and approved by the State Sports General Administration and submitted to the Ministry of Civil Affairs for approval.

Chapter VII Termination Procedure and Property Disposal after Termination

Article 43 If the Federation completes its purpose or disbands itself or needs to be revoked due to separation or merger, the Standing Committee shall propose a motion for termination.

Article 44 The motion to terminate the Federation must be voted by the members' congress and submitted to the State Sports General Administration for examination and approval.

Forty-fifth before the termination of the Federation, a liquidation organization shall be established under the guidance of the State Sports General Administration and the relevant competent departments to clean up the creditor's rights and debts and deal with the aftermath. During the liquidation period, no activities other than liquidation will be carried out.

Article 46 The Federation shall be terminated after the cancellation of registration by the Ministry of Civil Affairs.

Article 47 Under the supervision of the State Sports General Administration and the Ministry of Civil Affairs, the remaining property after the termination of the Federation shall be used to develop undertakings related to the purpose of the Federation in accordance with relevant state regulations.

Chapter VIII Supplementary Provisions

Article 48 The flag and emblem of the joint meeting shall be deliberated and adopted by the members' congress and promulgated. Without permission, no unit or individual may copy or use it for commercial activities.

Article 49 Matters not covered in the articles of association and detailed rules of this Association shall be supplemented separately.

Article 50 The Articles of Association was adopted by the members' congress on February 5, 2007.

Article 51 The right to interpret these Articles of Association belongs to the Standing Committee of China Sports Dance Federation.

Article 52 The Articles of Association shall come into force as of the date of approval by the Ministry of Civil Affairs.
