The literature and art propaganda team originated in the 1940s. After the beginning of War of Resistance against Japanese Aggression, in order to enliven the cultural life of the officers and men of the army and publicize the victory of the anti-Japanese struggle, a certain department decided to set up a literary propaganda team to "serve the soldiers and perform modern drama".

In the 1960s and 1970s, military units, factories, schools, educated youth companies and rural brigades set up literary and art propaganda teams, which were active in urban and rural areas, farms, military camps and campuses.
