The party's grass-roots organizations are the basis of all the party's work and combat effectiveness. The 17th National Congress of the Communist Party of China has made new great arrangements for the whole party to comprehensively promote party building in the spirit of reform and innovation, and stressed the need to strengthen the construction of grass-roots party organizations. This has pointed out the direction and put forward requirements for further strengthening and improving the construction of grass-roots party organizations in enterprises. First, the ideological understanding of the problems existing in the party building work at the grass-roots level in enterprises is "diluted". Some leading cadres have insufficient understanding of the importance of party building in enterprises, and there is an idea of "emphasizing economy and neglecting party building". They unilaterally think that economic work is a hard indicator and party work is a soft task. Because the problem of understanding is not completely solved, it subjectively affects the normal development of party building work in enterprises. Some leading cadres believe that enterprises are purely economic organizations with the goal of maximizing profits. They are worried that the activities of party organizations will affect the production and operation of enterprises. Therefore, they do not pay enough attention to the activities of party organizations in enterprises, and the party building work lacks the necessary financial, material and human support. The management method is "aging". The working methods of party organizations in some units do not adapt to the fast-paced and efficient production and operation mode, lack the sense of the times and pertinence, and fail to grasp the key points. The activities carried out within the party are single, and the carrier of activities has not changed much. Facing the multi-level demand of party member, some units' party building methods do not reflect the hierarchy and differences well, and they are unwilling to find a way. There are more required actions than optional actions. Party cadres in some units have no choice but to do some persuasion work to make the masses think that the party building work lacks the ability to solve practical problems and the authority it deserves. Second, to do a good job in Party building, we should practice the "Theory of Three Represents" and establish the concept of "Three Behaviors". Theory of Three Represents and Scientific Outlook on Development are the action guides to strengthen and improve the party building work in enterprises under the new situation, and also the guiding ideology to ensure the continuous strengthening of spiritual civilization construction in enterprises. Practicing Theory of Three Represents is the primary responsibility of our party organizations at all levels. It is necessary to run the thought of "Theory of Three Represents" throughout the party building work, arm our minds with the thought of "Theory of Three Represents", guide practice, promote work, and strive to do a good job in ideological construction, organizational construction, work style construction, system construction and anti-corruption construction of enterprise party organizations. To truly practice the "Theory of Three Represents", it is necessary to take the "three behaviors" concept of "enterprise needs, employee support and party member welcome" as the direction for party workers to carry out their work. First, focus on the development of party building, promote the development of party building, and carry out party building work closely around the central task of enterprises; Second, we must have the idea of being close to the people, loving the people and benefiting the people, and adhere to the strategic orientation of "the development of enterprises is coordinated with the development of employees", so that employees can display their talents in promoting the development of the company, realize the value of life in the creative work of improving their self-worth and promote the development of the company; Third, we should constantly enhance the cohesion, combat effectiveness and creativity of the Party organizations, so that party member can feel that they can constantly cultivate their sentiments, broaden their horizons and increase their knowledge. Grasp the "three key points" and play the "three major roles". There are many things to be done in enterprise party building, but the main thing is to grasp "three key points": First, do a good job of the team. Strive to build a "four good" leading group with good political quality, good business performance, good unity and cooperation, and good style and image, and constantly enhance the overall control ability, market development ability, management ability, learning and innovation ability and organizational leadership ability of the leading group, and build the leading group into a strong leading group with ideological emancipation, entrepreneurship, employee support and enterprising spirit, so as to promote the comprehensive, coordinated and sustainable development of all work in enterprises. Second, we must build a good branch. According to the principle of "lean, efficient and coordinated", party member cadres with strong party spirit, correct style, high quality, strong ability and innovative spirit are selected to the post of branch secretary. Third, we should manage party member well. Armed with Theory of Three Represents, party member can strengthen party member's ideals and beliefs and establish a correct world outlook, outlook on life and values. By grasping the three key tasks, we can give play to the political core role of the Party organization, the fighting fortress role of the Party branch and the vanguard and exemplary role of party member, so that employees can see the actual effect of party building in enterprises. Grasp "three orientations" and give play to "three advantages". Accurately grasping the orientation of "discussing major issues, seeking the overall situation and giving direction" and giving full play to the three advantages of enterprise party organizations: political orientation, propaganda and mobilization, organization and coordination are the working methods that the majority of party workers must adhere to for a long time. The so-called "discussing major issues, seeking the overall situation, and taking the direction" means carrying out party building work, thinking about problems from a strategic height and the overall situation of development, taking the initiative to solve hot and difficult problems in the unit and planning work. Party organizations in enterprises have rich experience in ensuring that the principles and policies of the party and the state are implemented in their own enterprises. To give full play to the advantages of organization and coordination, we must adhere to the "five invariants" in accordance with the relevant requirements of the central authorities. First, the operating mechanism of enterprises has changed, and the political core role of party organizations has not changed; Second, the decision-making mechanism of enterprises has changed, and the participation of party organizations in major issues has remained unchanged; Third, the organizational form of enterprises has changed, and the principle of relying on employees to run enterprises wholeheartedly remains unchanged; Fourth, the profit distribution mechanism of enterprises has changed, and the principle that the party should manage the party strictly remains unchanged; Fifth, the management mode of enterprises has changed, and the advantages of the party's ideological and political work have not changed. Around the "three major security", realize the "three-oriented" management. It is an effective way to carry out party building activities closely around the production safety, economic safety and political safety of enterprises and strive to make the party building work on the track of institutionalization, proceduralization and standardization. To achieve economic and political security, enterprise party organizations must always put ideological and political work and clean government education in the first place, base on education and focus on prevention. Carry out extensive study and education activities on world outlook, outlook on life and values among cadres and workers. We will earnestly do a good job in the special rectification of anti-corruption and constantly enhance the anti-corruption ability of cadres and workers, especially leading cadres. Party organizations in enterprises should actively serve the central work of enterprises, play the role of "guarantee", take the initiative to do a good job in the party's own construction, constantly innovate ideas and constantly promote development. It is necessary to carry out activities closely around the hot, difficult and key issues in the production and operation of enterprises and employees of this unit.
