Rule number one. In order to do a good job in hanging the glory card, carry forward the fine tradition of supporting the army and being superior to its subordinates, create a strong social atmosphere of patriotism and love for the soldiers, and promote the construction of the military honor system, these measures are formulated in accordance with the relevant laws and policies such as the Regulations on the Commendation of Martyrs and the Regulations on Pension and Preferential Treatment for Soldiers.

Article 2. These Measures shall apply to families of martyrs, families of soldiers who died in the line of duty, families of deceased soldiers (hereinafter referred to as "three genera"), families of servicemen of China People's Liberation Army (hereinafter referred to as servicemen) and families of retired soldiers.

Take the initiative to hang glory cards for the families of the "three genera", the families of active servicemen and the families of retired servicemen who hold the People's Republic of China (PRC) Martyrs Certificate, the People's Republic of China (PRC) Soldiers who died in the line of duty Certificate and the People's Republic of China (PRC) National Soldiers Death Certificate. Parents (dependents), spouses and family members of children of undocumented martyrs, soldiers who died in the line of duty, and deceased soldiers shall hang honor cards according to their applications.

At the same time, families with more than two conditions to hang glory cards will only hang one glory card.

Third, the glory brand name is unified as "Glory House".

Article 4. Hang glory card work adhere to the principle of outstanding honor, standardized and orderly, graded responsibility, territorial implementation.

Article 5. The Department of Veterans Affairs shall uniformly design the standard style and supervise the production of glory cards, which shall be signed by the people's governments of all provinces (autonomous regions and municipalities directly under the Central Government) and the Xinjiang Production and Construction Corps.

The competent department of veterans affairs of the provincial people's government is responsible for the unified production of the province's glorious cards.

The competent department of retired military affairs of the people's government at the county level shall, jointly with the local people's armed forces department, organize and implement the specific hanging work of the glorious brand within their respective administrative areas.

Article 6. The hanging position of the glory card should respect the wishes of the hanging family, generally hanging in the appropriate position at its gate to ensure eye-catching, harmonious, solemn and decent.

If it is not suitable for hanging due to factors such as building structure and material, it can be placed in a conspicuous position in the living room.

Article 7. If the residence or domicile of the person who hangs the glory card changes, or the glory card is aging or damaged, you can apply for replacing the glory card.

After active servicemen retire from active service or die, their families continue to hang glory cards.

After the death of the family members of the "three genera" or retired soldiers who hang the glory card, the family members can continue to hang the glory card, but they will not be replaced.

Eighth, in principle, hanging and replacing glory cards should be carried out before the Army Day or the Spring Festival every year.

When hanging or replacing the glory card, the village (neighborhood) committee or the community shall hold a hanging ceremony and arrange a special person to be responsible for the installation and hanging. The hanging ceremony should be simple, solemn and warm.

Article 9. The object of receiving the glorious card and its family members are sentenced to punishment according to law or punished by the public security organs for public security management, which has a bad influence. If the active servicemen are removed from the list and expelled from the army, their family's qualification to hang the glorious card will be cancelled, and the department in charge of veterans affairs of the people's government at the county level will be responsible for recovering the hung preferential card.

After being punished by the public security organ for public security management, he can take the initiative to correct his mistakes and actively eliminate the negative effects. With the approval of the competent department of veterans affairs of the people's government at the county level, the glory card can be resumed.

Tenth, the competent department of retired military affairs of the provincial people's government should strengthen the guidance, inspection and supervision of the work of hanging glory cards, and order rectification within a time limit if the work is not timely and in place. The Department of Veterans Affairs, in conjunction with the relevant military and local departments, regularly organizes spot checks and reports the situation.

Eleventh, hanging glory card work included in the national and provincial double support model city (county) to create evaluation content, as an important condition to create double support model city (county).

Article 12. The competent department of ex-servicemen affairs of the people's government at the county level shall establish and improve the system of filing and setting up cards with glory cards, summarize relevant information and statistical data, timely enter them into the national preferential treatment information management system, and strengthen the management of information and data.

Thirteenth areas should be combined with the work of hanging glory cards, according to local conditions to carry out activities such as sending New Year pictures to the families of active servicemen, visiting condolences, sending meritorious deeds and so on.

Article 14 These Measures shall apply to the families of officers and men of the Chinese People's Armed Police Force.

Fifteenth, these Measures shall be interpreted by the Department of Veterans Affairs.

Sixteenth, these Measures shall come into force as of the date of issuance. Before the implementation of these measures, the glorious card that has been hung shall be retained in principle, and it shall be handled in accordance with these measures when it needs to be replaced.
