The Story of the Yiqian Prefect
Liu Chong of the Eastern Han Dynasty, was the leader of the Qi Dynasty Descendants of Liu Fei, the great ancestor of the Han Dynasty, Liu Fei, the great ancestor of the Han Dynasty. Liu Chong held many official positions, large and small, during the two dynasties of Emperor Huan of Han and Emperor Ling of Han. When Liu Chong was serving as the prefect of Kuaiji County (now Shaoxing City, Zhejiang Province), he had outstanding political achievements and integrity. The imperial court appointed him as a general master craftsman (an official in charge of engineering construction). Before he left office, five or six gray-haired old men from Ruoye Valley, Shanyin County, Kuaiji County each brought one hundred penny (i.e. one hundred copper coins) and wanted to give it to him, but Liu Chong refused to accept it.

During the Jiajing reign of Emperor Shizong of the Ming Dynasty, Huang Wan served as the head of the Ministry of Punishment, but was beaten with a cane for admonishing and obstructing Emperor Shizong's southern tour. Later, he served as a doctor in the Ministry of Punishment, and then moved from the central government to the local Shaoxing as a prefect. His governance methods were quite lenient.
