Academician Liu Yongtan, winner of the highest national science and technology award in 20 18, donated all 8 million yuan to set up Yongrui Fund, which is mainly used to train talents of electronic information science in Harbin Institute of Technology, promote the development of national defense electronic engineering in China, build more national heavy weapons, and make greater contributions to national development security and national defense construction.

Mr Liu Yongtan is a professor at Harbin Institute of Technology and an academician of the two academies. He specializes in radar and signal processing. He is the main founder of the theoretical system of new system radar for maritime detection in China, and has independently developed a series of new system radars, which has made outstanding contributions to the development of coastal radars in China. From the initial coverage rate of less than 20% to the present full coverage rate, it is inseparable from the efforts and sweat of Academician Liu Yongtan and his team.
