In the fifth year of Emperor Taizong's reign of Taiping and Xingguo (980), he was promoted to Jinshi Jiake, served as the general's supervisor, general judge of Tanzhou, and was called to the History Museum. In the third year of Yongxi's reign (986), he knew how to make imperial edicts. Four years later, he moved to Fang Yuanwailang and became a Hanlin bachelor. In the third year of Chunhua (992), he worshiped Shizhong and participated in political affairs. After leaving Henan Prefecture, he moved to Russia to serve as minister of the Ministry of Rites and as a guest of the prince. In the early years of Xianping of Emperor Zhenzong, he was appointed as Minister of Household Affairs and Minister of Political Affairs to Tongzhongshu Menxia Pingzhangshi to supervise the compilation of national history. He has a bright and upright temperament and is prudent in his practice. He is sometimes called the "Holy Appearance". In literature, he promised to inherit Han Yu and Liu Zongyuan and advocated the ancient prose movement. There is "Collection of Mr. Hedong".

When Li Hang was prime minister, he never reported secret reports to the emperor. Once, Zhenzong of the Song Dynasty asked Li Hang: "Every minister has a secret memorial, but I love you alone. Why?" Li Hang replied: "When I am the prime minister, official affairs are publicly communicated in the court, and I still use secret reports. What are you doing? All secret memorials are either to frame others or to flatter others. I have always hated this kind of practice. How can I follow it?"
