The most important thing is that the permanent members of the United Nations: China, the United States, the United Kingdom, France, and Russia all have veto power. If they believe a UN resolution goes against their interests, they will veto it. Then those who should fight will continue to fight, and those who should fight will continue to fight. If there is a tendency for war between the five permanent members of the Security Council, then the United Nations can only mediate, and even the qualifications to speak depend on whether the two parties are trying to sell you.
