The fox pretends to be the tiger's power: a metaphor for relying on the power of others to bully others.
Allusion: The tiger caught a fox and wanted to eat it. The fox said: "God ordered man to be the king of beasts. If you eat me, you will be against God's will. If you don't believe it, come with me. All the beasts will run away when they see me." The tiger obeyed. If so, I followed him, and sure enough, all kinds of animals ran away when they saw him.
