The Seventh People's Congress of Hainan Province adopted the Decision on the Establishment of Hainan Province and the Resolution on the Establishment of Hainan Special Economic Zone in April 13 and 1988. On April 26th, 1988, Hainan Provincial People's Government of CPC Hainan Provincial Committee was officially launched. Since then, Hainan has become the youngest province and the largest special economic zone in China, and its development has entered a new historical period. The South China Sea on Hainan Island is a bright pearl and the second largest island in China after Taiwan Province. Hainan is the province with the smallest land area and the largest ocean area in China.
