Secondly, let me introduce the process of working in the village:
On August 22nd, 20 12, the Central Committee of the Communist Party of China of xx issued the document "The Third Group of Cadres Selected by xx City as the Secretary of the Village Party Organization", and I submitted the application form to the organization immediately. After discussion by the Party Group of XX Intermediate People's Court, it was decided to recommend me to the Party Central Committee as a reserve cadre of the Intermediate People's Court. On September 17, the organization department of xx Municipal Party Committee confirmed that 98 cadres at the municipal and district levels, including myself, were working in the village, including 30 cadres directly under xx Municipal Committee, 68 cadres in urban areas, deputy-level cadres 1 person, department-level cadres 17 people and 80 cadres below the department level. This time, five cadres from directly under the authority, xx Municipal Committee, selected Taixing City, and Taixing City selected 65438+. On September 18, a farewell party was held in xx. Minister Qian Juan requested that the cadres should arrive at the village on September 24th. Yesterday morning, I reported to Guangling Town on time and was sent to the village by the town leaders. Yesterday afternoon, I had an individual conversation with Secretary Wu for more than two hours, and extensively exchanged views on some problems and difficulties existing in agriculture, rural areas and farmers.
Thirdly, let me talk about why I work in the village.
I was born and raised in the countryside, and I have an innate affection for farmers' friends. Many of my relatives still live in the countryside. I have working experience in the countryside. From April 199 1 April 1992, I worked as the assistant director of the village committee in X Township, xx City, and from April 1992 to April 1996 in the X People's Court. It can be said that I am now a veteran returning to the team and an old farmer returning home. Twenty years is a reincarnation, which seems a bit fateful. I used more than 20 years of work experience to "promote" from assistant director of the village Committee to secretary of the village. It's improved anyway.
Over the years, I have traveled to many cities and villages in more than 20 provinces, municipalities and autonomous regions in China, and I have seen the rapid changes in all parts of the motherland. It was my work in the countryside that made me always pay attention to the information about the countryside, agriculture and farmers, and deeply understand the reality of the countryside, the hardships of farmers and the backwardness of agriculture (relative to the process and speed of industrial development). In recent years, although the state has introduced some policies to benefit farmers, such as exempting the national public grain tax, abolishing the apportionment of two funds and one fee in rural areas, directly subsidizing grain, subsidizing pesticides and fertilizers, nine-year free compulsory education, and new rural cooperative medical care, these policies have benefited farmers a lot.
After 20 years, many aspects of the countryside have not changed, stagnated, and some aspects even retrogressed in history. Under the historical conditions at that time, dividing fields into households solved the problem of food and clothing for more than 80% of the population in China, but today, it has restricted agricultural production and mechanized farming, and farmers are still miserable. Small-scale tapping can't develop, and it can only solve the problem of food and clothing. Rural areas must be intensively managed and take the road of mechanized farming, so that farmers can be truly liberated from heavy physical labor; Agriculture must engage in efficient large-scale planting and breeding. Only in this way can it be modern agriculture and make farmers really rich.
Fourth, the next step
In the near future, I will do my best to give full play to contacts and resources in all aspects, and introduce the current situation of our village to social stakeholders and old friends by going out and inviting them in, so that they can have a subjective understanding and intuitive impression of the actual situation of our village and the practical difficulties encountered in my work, and ask them to lend a helping hand, give full play to the function of rapid blood transfusion, and strive to improve the office environment and conference room infrastructure of the village two committees. Please also ask all the team members present to cooperate with the necessary reception work, carry forward the fine tradition of unity and strength of our village team, carry out their duties, carry out their duties, stick to their positions, do their jobs wholeheartedly, ensure the daily work, and actively complete the central tasks assigned by the party Committee and government. As a selected cadre, I shoulder the great trust of the superior Party committee and the expectations of all the village cadres present, 68 party member and nearly 3,000 villagers in the village. I deeply know that I am not a god, and I have no superhuman powers. Some only have a passionate heart for farmers, and some only have a pair of shoulders that can't lift the burden and a pair of hands that can't lift the basket. In the next three months, I will quickly change my role and settle down to live with the villagers. I will visit the cadres and the masses and go deep into the villagers. In view of the phenomenon of rural young people going out to work, I can't find anyone during the day, but at night. If you can't find anyone at ordinary times, find someone on holidays, learn more about the situation in the village and the wishes of the villagers, do as much research as possible, master first-hand information, look at the overall situation, adjust measures to local conditions, suit the remedy to the case, and work out a realistic three-year development plan for the village. At the same time, as my work goal, please discuss with all members of the village committees, all party member and villagers' representatives, and report to Taixing City, xx Municipal Party Committee Organization Department and xx Intermediate People's Court Party Group for the record. The ancients said that "it is better to fish with people than with mermaids", saying that it is better to teach people fishing skills than to feed mermaids. We should not only bury ourselves in our work, but also learn to look up at the road. Therefore, my focus is not only on getting sponsorship, but also on solving the problems of village cadres' wages and our daily expenses. More importantly, we should focus on how to change the current situation in rural areas, how to increase farmers' income, how to develop modern agriculture, how to develop and strengthen the collective economy, how to strengthen the construction of village-level organizations, and how to play the role of village-level party organizations as fighting bastions and the vanguard and exemplary role of party member.
After the formulation of our plan, we will implement it year by year, steadily push forward, gradually solve the problems that the villagers urgently want to solve, do what the villagers can't do alone, and truly realize the good wish of being an official and benefiting one party, not seeking immortality, but seeking to bring tangible benefits to the people, and not wasting these three years. I firmly believe that under the wise leadership of the town party committee and government, under the correct guidance of the town's functional departments, with the strong support of all sectors of society, and with the joint efforts of all of you present, our xx village will surely usher in a better tomorrow.
