Mei Ruao was born in Nanchang, Jiangxi. 1924 graduated from Tsinghua University, studied in the United States, and obtained a doctorate in law. After returning to China, he worked in Shanxi University, Nankai University, Fudan University and Wuhan University successively, and served in the Legislative Yuan of the National Government for a long time. He used to be an assistant to Wang Shijie's foreign minister and enjoyed a high reputation in the legal field.
Mei Ruao belongs to China's legal authority and is an important figure in Tokyo trial designated by the National Government. Since then, his name has been associated with this historical event. Mei Ruxuan returned to China after traveling in Britain, France, Germany and the Soviet Union, and taught in Shanxi University, Nankai University and Wuhan University successively. 1946 to 1948, Mei Ruzhen represented China as a judge of the Far East International Military Tribunal.
