The Secretary-General of the Municipal People's Government, the director of the general office, the directors of the bureaus, the directors of the committees, the directors of the offices directly under the Municipal People's Government and other staff members who need to be submitted to the Standing Committee of the Municipal People's Congress for appointment and removal. Article 5 The Municipal People's Government shall appoint or remove the following staff:
(1) Deputy Secretary-General of the Municipal People's Government, deputy director of the general office, deputy directors of all bureaus, deputy directors of all committees and deputy directors of all directly affiliated offices;
(two) the chief engineer, chief economist, chief accountant and chief geologist of each bureau, commission and office;
(3) managers, deputy managers, chief engineers and chief accountants of bureau-level companies;
(4) The presidents, vice presidents, principals and vice presidents of bureau-level colleges and management cadre colleges;
(five) the president and vice president of the bureau-level scientific research unit;
(six) other personnel equivalent to the above positions. Article 6 The appointment and removal of the following staff shall be nominated by the district head, reported to the Standing Committee of the District People's Congress for decision, and reported to the Municipal People's Government for the record:
Director of the office of the District People's Government, directors of all bureaus, directors of all committees, directors of all directly affiliated offices, and heads of all subjects. Article 7 The District People's Government appoints or dismisses the following staff:
(a) the deputy director of the office of the District People's Government, the deputy director of each bureau, the deputy director of each committee, the deputy director of each directly affiliated office and the deputy section chief of each subject;
(two) the director and deputy director of the street office;
(3) Managers, deputy managers, chief engineers, chief economists and chief accountants of regional companies;
(four) other personnel equivalent to the above positions. Article 8 The appointment and removal of the following staff members shall be nominated by the county magistrate, reported to the Standing Committee of the County People's Congress for decision, and reported to the Municipal People's Government for the record:
Director of the office of the county people's government, directors of bureaus, directors of committees, directors of offices directly under the county people's government, and heads of departments. Article 9 The County People's Government appoints or dismisses the following staff:
(a) the deputy director of the office of the county people's government, the deputy director of each bureau, the deputy director of each committee, the deputy director of each directly affiliated office, and the deputy section chief of each subject;
(2) the manager and deputy manager of the county company;
(3) Other personnel equivalent to the above positions. Article 10 The appointment and removal of other staff members outside the scope of these Provisions shall be handled by the district and county people's governments and the municipal departments themselves in accordance with the relevant provisions. Chapter III Procedures for Appointment and Removal Article 11 The appointment and removal of staff by the people's governments of cities, districts and counties shall be discussed and approved by the executive meeting of the people's government at the corresponding level before being submitted to the Standing Committee of the People's Congress for decision. The appointment and removal of staff of municipal bureaus, commissions, offices and other departments shall be reported to the Municipal People's Government and must be discussed collectively through the corresponding administrative meeting. Article 12 The time for the people's governments of cities, districts and counties to appoint or remove staff members shall be subject to the time for the people's governments at the corresponding levels to appoint or remove staff members. Thirteenth city, district and county people's government to appoint or remove staff, respectively, by the city, district and county people's government issued a notice of appointment and removal. If it is an appointment, the letter of appointment shall be issued by the mayor, the district head and the county head respectively.
Municipal bureaus, commissions, offices, companies, institutions of higher learning and other departments to appoint and remove their own staff, belonging to the appointment, in the name of the administrative agency of the unit issued a notice of appointment, by the president, director, manager, hospital (hospital) long issued a letter of appointment. Article 14 When applying for the appointment of the chief clerk, if the former chief clerk of the unit has not been removed from his post, he must be removed from his post first, and there shall not be two chief clerks at the same time. Article 15 The staff applying for the appointment of a new institution must report to the the State Council or Municipal People's Government for approval to set up the institution in accordance with the provisions of Article 55 of the Organic Law of Local People's Congresses and Local People's Governments at Various Levels in People's Republic of China (PRC), and go through the appointment application procedures. Article 16 If the working departments of the municipal, district and county people's governments are abolished or merged, the staff originally appointed by the people's government at the corresponding level shall be relieved of their administrative duties, and the original submitting unit shall report to the appointing authority for the record, without going through the dismissal procedures. Article 17 If a staff member appointed by the people's government of a city, district or county retires, resigns or dies, his/her administrative post shall be exempted immediately, and the original proposing unit shall report to the appointing authority for the record, without going through the dismissal procedures. Article 18 Where a staff member appointed by the people's government of a city, district or county is demoted or removed from his post, his original post shall be revoked by the original appointing authority.
