5. Those who obey nature will have their merits, while those who go against nature will have their own misfortunes and cannot be revived.
6. If you take things from the people with moderation and use them with restraint, the country will be safe even if it is small; if you take things from the people without restraint and use them without restraint, the country will be in danger even if it is big.
7. A one-year plan is better than planting a valley; a ten-year plan is better than trees; a lifelong plan is better than planting people.
8. Those who do things are born of worry, succeed in tasks, and lose in pride. If you don't worry, you won't live. If you don't do things, you won't succeed. If you don't be proud, you won't lose.
9. The wise know it, but the fool does not know, so they cannot teach the people; the clever can do it, but the clumsy cannot, so they cannot teach the people. Unless the people obey an order, it cannot be a great good; if a lady cannot do it, it cannot be a great merit.
10. The people must get what they want, and then listen; if they listen, then the government can be good.
11. The road of a thousand miles cannot be supported by a rope. The capital of thousands of families cannot be equalized.
12. The scenery should not be curved, things should be straight, and the sound should not be evil. Therefore, when a sage understands the nature of things, he must follow their kind. Therefore, a gentleman should be very careful about what he does first.
13. Those who are good at traveling will die in Liangchi, and those who are good at shooting will die in the middle field.
14. If goods and wealth are circulated in the country, the laws and regulations will be destroyed by the officials; if people can pay homage to those above, the party will be successful below.
15. People may not start with worries, but they can succeed with joy.
16. There are no wise men who seek fame. A king who fishes for profit has no king. When a virtuous man walks in his own way, he forgets that he is famous; when a prince walks in his own way, he forgets about his success.
17. Although a soldier is not the most virtuous, he still assists the king to become a hegemon.
18. In ancient times, those who lost their country and ruined their country, if they did it for no reason, they would have had little joy, and they did not know that they were trapped in evil.
19. The king has his own way, and the overlord has his own time. If the country is built but its neighboring countries are unruly, then it is the capital of the overlord.
20. Those who observe the country observe the king, those who observe the army observe the generals, and those who observe the preparations observe the country.
21. He who wants to be rich without soil is in trouble; he who wants to be king without virtue is in danger; he who gives little but seeks to be rich is lonely.
22. The beginning of overlordship is people-oriented. The basic principle will make the country strong, and the basic chaos will cause the country to be in danger.
23. Those who fight in war are in danger. Victory will occur from time to time, and gains obtained unjustly will not be a blessing.
24. Benevolence comes from the inside, and righteousness comes from the outside.
25. Soldiers respect the law of peace and stability and cannot abolish it.
26. The plan must be determined first and the tactics must be prepared. If the plan is not yet decided but the troops act according to plan, then the battle will be self-defeating and the attack will be self-destructive.
27. The Tao is the reason why the superior guides the people. Therefore, morality comes from the king, orders are passed on to the prime ministers, business progress comes from the officials, and the people's power comes from those who follow orders.
28. To govern officials and transform the people, the most important thing is to go above and beyond. Therefore, a gentleman does not ask for help from the people.
29. Don’t worry about the troubles caused by bad health, but don’t worry about others. The paintings are in the mountains, and the people know them and take them; the beautiful pearls are in the abyss, and the people know them and take them. Therefore, I have made mistakes, but the people have not made mistakes.
30. There is no permanent chaos and no permanent rule in the world. If bad people are there, there will be chaos; if good people are there, there will be order.
31. Those who eat and drink, those who enjoy luxury, and what the people want. If it satisfies its desires and supports its wishes, then it can be used. Now that I have made clothes and skins and crowns with horns, I can eat wild grass and drink wild water. Who can use them?
32. If you give someone money, it is better not to take it away; if you give someone food, it is better not to take it away. This means that there are no external or internal troubles.
33. The fish and turtles that do not eat their own food will not come out of their abyss; the trees that resist the frost and snow will not listen to heaven; the scholars who can govern themselves will not obey the saints.
34. People can be killed because they hate death; they can be disadvantageous because they like benefits.
35. If a saint is natural, he will be selfless. If the earth is like this, he will be selfless. Those who are private are the ones who mess up the world.
36. If you welcome others with good demeanor, you will be as close as brothers; if you welcome others with evil demeanor, it will harm the enemy.
37. Heaven will not waste its time for one thing, nor will a wise king or saint waste its law for one person. Heaven does what it does and all things are benefited by it, and the saints also do what they do and the people are benefited by it.
38. If one person uses the Tao, he will not hear enough; if the world practices it, he will not hear enough. This is called Tao. If you take a small step, you will get a small blessing, if you take a big step, you will get a big blessing. If you do it to the best of your ability, the world will obey you. If you don't take it, the people will rebel, and your body will not be immune to thieves.
39. Those who achieve success will lose money, and those who achieve fame will lose money. When the sun is at its extreme, it will be flat, and when the moon is full, it will be waning.
40. In a prosperous country, one cannot hold an official position; in a prosperous family, one cannot marry; in a prosperous country, one cannot marry; one cannot associate with arrogant and violent people.
41. The Holy King’s solar eclipse cultivates virtue, the lunar eclipse cultivates punishments, the sight of comets cultivates harmony, and the wind and the sun compete for brightness cultivates life.
42. Heaven depends on man, and saints depend on heaven. Don't be a guest when the weather is not up to you, don't be a guest when people don't have time to do it.
43. The sage is in charge of law but not wisdom, he is in charge of numbers but not explanation, he is in charge of public affairs but not private affairs, he is in charge of the great road but not small things, and then his body is lost and the world is governed.
44. The so-called benevolence, justice, etiquette and music all come from the law. The reason why this sage is one people.
45. Dharma is the supreme way in the world and the practical application of the sage.
46. There is law, there is law, and there is law. Those who give birth to the law are the king; those who abide by the law are the ministers; those who follow the law are the people. The king and his ministers, high and low, all obey the law. This is called great governance.
47. The people are those who submit to threats and then obey, see benefits and then use them, are governed and then righteous, and are peaceful and then calm.
48. The reason why the five emperors and three kings succeeded in establishing their names and showing them to future generations was because they thought they would benefit the world and eliminate harm. There is no need to do things the same way, just do the same thing.
49. Any way to govern a country must first enrich the people. It is easy to govern when the people are rich, but difficult to govern when the people are poor.
50. Millet is where the people return; millet is where the wealth is; millet is where the land is. If there are too many millets, the world's supplies will be exhausted.
