Grandparents bring their grandchildren to help each other. The law does not stipulate that grandparents have the obligation to bring up grandchildren, but raising children is the obligation of parents.
Parents are guardians of minor children. If a minor's parents are dead or have no guardian, the following qualified guardians shall serve as guardians in turn:
1, grandparents, grandparents;
2. Brothers and sisters;
3. If other individuals or organizations are willing to act as guardians, they must obtain the consent of the residents' committee, villagers' committee or civil affairs department of the minor's domicile.
Grandparents have the following obligations to support their grandchildren:
1. For minor grandchildren whose parents are dead or whose parents are unable to support them, the grandparents who can afford them have the obligation to support them;
2. If the parents of an adult child die or lose the ability to support them, the grandparents can fulfill the relevant support obligations for their minor grandchildren whose parents are dead or unable to support them;
3. Brothers and sisters who are financially capable have the obligation to support minor brothers and sisters whose parents are dead or unable to support them. Brothers and sisters who have the ability to be raised by brothers and sisters have the obligation to raise brothers and sisters who lack the ability to work and the source of life.
To sum up, grandparents certainly have the right to refuse to "take" their grandchildren. "Taking grandchildren" should be the obligation of "grandchildren" parents. Children have the obligation to support their parents, and parents have the responsibility to support their children. There are no laws and regulations that stipulate that grandparents must bear the obligation to "take care of" grandchildren.

Women whose parents have the obligation to raise and educate their children have the obligation to support and assist their parents. Minors or children who cannot live independently have the right to ask their parents to pay alimony when their parents fail to perform their alimony obligations. Parents who are unable to work or have difficulties in living have the right to ask their children to pay alimony when they fail to fulfill their alimony obligations. Infanticide, abandonment and other acts that harm infants are prohibited.

Grandparents with financial means have the obligation to support their minor grandchildren whose parents have died or whose parents are unable to support them. Grandchildren and grandchildren who can afford it have the obligation to support their grandparents whose children are dead or unable to support them.
