Arendt's definition of "banal evil" is evil committed by a "nobody" due to lack of thought (thoughtlessness). Jiang Yuan's description is quite good. The biggest characteristic of mediocre evil is its superficiality. Superficiality comes from not thinking. It is the opposite of profound, because any profoundness requires thinking to achieve.

Such superficiality leads to the moral outlook of the entire society
