Nominated for 2007 Green China Person of the Year
Zhang Tong
An environmental doctor in the military camp
Zhang Tong, born in Nanyang, Henan, 1963 Born in September, he graduated from the Department of Environmental Engineering of Tsinghua University with a PhD in 1991 and joined the army. He became a postdoctoral fellow at the Hong Kong University of Science and Technology in 1997. He is currently the director, researcher, doctoral supervisor of the Environmental Protection Center of the Engineering Design Institute of the General Armament Department, and the chief of the PLA Environmental Engineering Design and Research Center. expert.
With the development of national defense scientific research and testing and the construction of our military’s weapons and equipment, military special wastewater and military environmental pollution such as microwave, noise, radioactivity, etc. have become an urgent problem that directly affects the health of officers and soldiers and troop construction. These special military pollution sources have become the top priority and the most difficult problem in military environmental pollution control due to their wide distribution, great harm, and lack of special treatment technology and mature experience. The Military Commission and the head of the headquarters attach great importance to this, and have repeatedly instructed to study and solve the problem of pollution control of military special wastewater as soon as possible.
In order to understand the distribution of pollution sources and their hazards throughout the military and propose scientific prevention and control strategies, Zhang Tong has traveled across the country since 1996, traveling tens of thousands of kilometers, and has conducted nearly 1,000 space launches across the military. We conducted on-site surveys at military sites, test bases, training grounds and camps, and basically found out the current status, distribution patterns and pollution characteristics of military pollution sources. We compiled a "Investigation and Research Report on Pollution Sources in Military Areas" of more than 300,000 words, which more accurately reflected the The environmental pollution status of the entire military provides an important decision-making basis for the military to formulate practical environmental protection plans, and also lays the foundation for the entire military to carry out targeted military pollution control. At the same time, scientific research and treatment work on key military pollution sources have also begun.
When it comes to space launches, people often remember the feat of the rocket taking off and the Shenzhou flying into the sky, but few people think of the harm that the dazzling flames and billowing red smoke will bring to the health of the officers and soldiers. . With the development of national defense scientific research and experiments and my country's aerospace industry, the annual consumption of dinitrogen tetroxide and various types of nitric acid as rocket propellant reaches thousands of tons. However, dinitrogen tetroxide and various nitric acids are strong oxidants and are extremely corrosive. Once leaked, it will cause poisoning and chemical burns, and the red nitrogen dioxide smoke formed due to its low boiling point is nicknamed by base officers and soldiers "Red Devil". For this reason, the aerospace field urgently needs to develop a method and device that can quickly, quickly and effectively control and clean up propellant leakage caused by various reasons. In order to solve this problem, Zhang Tong went deep into the test site, simulated the actual leakage, braved the experimental environment that would seriously harm his health, and repeatedly conducted comparative tests at different scales and under different conditions, and finally successfully developed the propellant for my country's space launch site. Special technical equipment for leakage pollution prevention and control has solved the problems of propellant leakage pollution and safety protection that have plagued the space launch site for decades. At the same time, this result also has an important reference role in the prevention of public safety accidents caused by acidic liquid leaks that have occurred repeatedly in our country in recent years.
On the basis of systematically solving the problem of propellant pollution control at the space launch site, Zhang Tong also set his sights on other special military pollution sources throughout the army, targeting ammunition dismantling wastewater pollution, military chemical wastewater pollution, and shipboard pollution. Special technical research has been carried out on the pollution of ship oil sewage and equipment decontamination wastewater, and a set of theories and methods for military special wastewater treatment have been proposed. 8 special treatment processes have been developed, and a multi-stage photocatalytic oxidation water purification device has been developed. 10 Multiple sets of key equipment have been established, and 24 military special pollution control demonstration projects including a certain military region ammunition destruction station have been established, forming a series of technologies, equipment complete sets and control automation, and filling the gap in my country's military special wastewater treatment technology. At present, under the concern of the head of the General Armament Department, Zhang Tong has set his sights on the fields of environmental emergency response, emergency detection, environmental assessment and equipment development.
Aircraft maintenance wastewater has high concentration, heavy pollution, complex composition, and difficult treatment. Facing foreign technical blockade, Zhang Tong worked continuously for more than 300 days and nights, and almost never took a holiday.
He has compared more than a dozen processes, selected nearly a hundred chemicals, conducted dozens of experiments, and conducted scientific analysis and research on tens of thousands of data. In the end, the Chinese successfully developed their own aircraft maintenance wastewater treatment path, saving US$2.5 million in investment compared with the introduction of similar foreign technology and equipment, filling the domestic gap.
The complete set of sewage treatment technology developed by Zhang Tong has significant advantages such as low investment, low cost and easy management. Compared with traditional technology, it can save construction investment by 15%~30% and operating costs by 30%~ 50%. There are great similarities between camp sewage and rural sewage. Applying this technology to the construction of new rural areas can greatly reduce the investment and operation costs of new rural sewage treatment stations, making new rural pollution source control projects not only affordable and practical , and can manage it well. In 2007, with the key support and promotion of the Beijing Municipal Science and Technology Commission, Zhang Tong undertook the sewage treatment technology demonstration project in five new rural construction pilot villages in Beijing, becoming a "model" for new rural construction in various places. In July this year, after expert review, this complete technology won the second prize of the Environmental Protection Technology Award of the State Environmental Protection Administration.
Over the past 16 years, Zhang Tong has persisted in taking root in the military camp, worked hard in the research fields of military special pollution prevention and ecological camp construction, and made outstanding achievements. He proposed the development concept of "low investment, low cost, easy management and reuse" for military sewage treatment, researched and developed 11 new sewage treatment processes, independently developed 8 types of special equipment for military pollution prevention and control, and integrated and developed 4 types of sewage treatment equipment. New sewage treatment materials. The results have been applied to my country's three major space launch sites and nearly 100 camps throughout the military, producing significant military, economic, social and environmental benefits, effectively promoting the construction of military camps from "green" to "ecological", and ensuring that military areas The successful implementation of the environmental pollution control national debt project has put the military's sewage treatment on a sound development track of "affordable construction, affordable use, good management, and long-term effectiveness", and has brought our military's environmental pollution prevention and control technology into the ranks of the nation's advanced ones. The leading technology has reached the international advanced level.
Zhang Tong has won 9 second prizes, 7 third prizes, 7 national patents, and edited or co-edited 11 professional books at the military and ministerial level. He has also received awards from both inside and outside the military. Widely recognized and praised by peers, he was listed as the first and second-level training target of the national "Hundred Thousand Talents Project" and the first-level training target of the General Armament Department's "1153" talent pool. He was awarded the second-class individual merit and won the sixth place. He was awarded the title of "Earth Award", the first "Capital Spiritual Civilization Construction Award", the first "Capital Environmental Protection Star", and was named "Advanced Figure in the Environmental Work of the Army", "Excellent Local College Student Cadre of the Army" and "Excellent* of the General Armament Department" Communist Party member".
Song Keming, a farmer’s “Long March for Environmental Protection”
◆Huang Tao
Song Keming is a farmer in Lulou Village, Chengguan Town, Changyuan County, Henan Province. In 2002, he founded the "Green Future Environmental Protection Association", the first public welfare environmental protection organization in the Yellow River Basin. From 2003 to 2005, 6 bird protection stations were established in the wetlands of the Yellow River floodplain area. In 2005, my country's first "Yellow River Ecological Monitoring Station" implemented by a non-governmental organization was established. In 2005, it won the "China Youth Toyota Environmental Protection Award". In 2006, he won the "Earth Award".
On April 2, 2006, Song Keming once again stood on the podium to receive the third environmental award in his life - the 2006 DuPont Environmental Newsmaker Ranking Finalist Award. Standing side by side on the podium with Song Keming were Du Shaozhong, deputy director of the Beijing Municipal Environmental Protection Bureau, who is famous for walking to work; Wang Jinnan, chief engineer of the Environmental Planning Institute of the State Environmental Protection Administration; Ma Jun, who drew China's water pollution map; Environmental figures such as Yang Jiannan, the principal of Zhejiang Yongjia No. 15 Middle School, who has been included in primary and secondary education, and Zhang Jianhui, a kindergarten teacher in Guiyang who created a new chapter in early childhood environmental education. Among the 10 environmental news figures selected for this ranking, Song Keming, a 43-year-old farmer and president of the Green Future Environmental Protection Association of Changyuan County, Henan, was ranked first.
From the pollution of the Yellow River tributaries to the protection of birds in the Yellow River wetlands, to the transfer of urban waste to rural areas, Song Keming's areas of concern are becoming wider and wider.
He doesn’t quite know what his future will be like, but he knows that “this is a long march and we have to keep going.” And his purpose is also very simple, which is to “leave a clean environment and a clean environment for the next generation of children.” A way to survive."
Song Keming believes that he has only done some small things that are beneficial to environmental protection, while environmental protection itself is a major issue that concerns the national economy and people's livelihood, and has reached a level that must be taken seriously.
“Actually, I started to pay attention to environmental issues when I was in high school in 1978.” According to Song Keming, at that time he often read magazines such as “China Youth” and saw some environmental protection articles in them. , the most impressive one is a cartoon.
Today, nearly 30 years later, Song Keming still clearly remembers the content of this cartoon - the name of the cartoon is "The Beggar of the 21st Century", and it depicts a middle-aged man in a suit and leather shoes, holding a Holding a bowl, like a beggar, begging others for some clean water.
"This cartoon shocked me very much! I think if the water is really polluted, the end of mankind may be here." Song Keming said.
It was at this time that Song Keming began his "Long March for Environmental Protection," but what really made him famous was his field investigation of the pollution of the natural Wenyan Canal. The survey lasted 10 days and covered more than 200 kilometers.
The Natural Wenyan Canal is a tributary of the lower reaches of the Yellow River. It flows through Yuanyang, Yanjin, Fengqiu, and Changyuan, and discharges into the Yellow River at Qucunqiao in Puyang City. Since 2002, paper mills, cement factories and other enterprises in counties along the canal have discharged large amounts of sewage into the canal, causing the canal water to be polluted and becoming one of the most polluted rivers in Henan Province.
In August 2002, with the purpose of finding out what happened, Song Keming took to the road on a broken motorcycle. Through various overt and covert investigations, including asking villagers along the way, Song Keming finally identified the companies discharging sewage along the Natural Wenyan Canal and obtained a large amount of first-hand evidence.
Next, Song Keming spent his own money to invite environmental protection experts, officials and news organizations from Beijing and other places to hold a 10,000-person meeting called "Environmental Protection and Sustainable Development" in Changyuan County. Environmental protection conference.
Today, five years later, Song Keming is still excited when talking about the environmental protection conference that attracted tens of thousands of people. "I spent more than 20,000 yuan on that conference, but the effect was great." At the conference, President Song Keming distributed more than 10,000 copies of the "Protecting the Mother River Initiative" and reported it through the news media. Conveying his environmental philosophy to tens of thousands of people. Song Keming also took participating experts and reporters to conduct a two-day field investigation along the Wenyan Canal. These investigation reports were compiled into five bills by Changyuan County People's Congress deputies. Based on these proposals, Changyuan County shut down enterprises within the county that discharged sewage into the Natural Wenyan Canal.
Another important gain brought to Song Keming from this environmental protection conference of 10,000 people is that he took the opportunity to found the first non-governmental environmental protection organization at the county level in the country and the first in the Yellow River Basin - Changyuan County Green Future Environmental Protection Association, with himself as president.
“This platform is so important. Without it, many things would not be possible.” Song Keming said.
The 58-year-old Ma Ma is a native of Houmazhan Village, Nili Town, Changyuan County, and a volunteer inspector of the first bird protection station established by Song Keming. "When there was no protection station, some criminals would often poison and catch birds. In the worst cases, three or four boats would be filled to the brim a day and shipped out to sell for money. There were swans, wild geese, egrets, and white cranes. "
After Song Keming took over immediately and established the bird protection station, the situation soon changed. "Nowadays, there are basically no bird catchers." In order to achieve this, Ma has written countless slogans in the six years since he took office. He also walks along the Yellow River beach every day. Once a bird catcher is found, he tries to Stop it and call Song Keming at the same time to discuss countermeasures. Because Song Keming is an environmental celebrity in Changyuan County. Song Keming also had his own way of dealing with bird catchers - with the popularity of his president, Song Keming successfully united with the local police stations.
About 30 kilometers east of Changyuan County is Zhaodi Town, which is becoming a paradise for nationally protected animals such as egrets and white cranes.
Yan Qiang is the director of Zhaodi Police Station. In early 2006, Yan Qiang and all 16 police officers from Zhaodi Police Station joined the Changyuan County Green Future Environmental Protection Association and became members of the association.
In May 2006, Zhaodi Police Station officially launched a special campaign to control bird hunting. "In the early days, more bird nets were collected, but later they became less and less. Now basically no one catches birds anymore." The joint action of the environmental protection association and the police from the police station has achieved obvious results. In August 2006, local media reported that there were thousands of egrets in the Yellow River Wetland in Zhaodi Town, making it truly a bird paradise.
“A person’s energy is limited. Only by continuously increasing public participation can environmental protection have a way out.” Song Keming said. From his immediate appointment to Yan Qiang, to all the police officers at Zhaodi Police Station, Song Keming's bird-loving team continues to grow.
At present, Song Keming has successfully built 6 bird protection stations. The Changyuan County Green Future Environmental Protection Association currently has more than 1,000 members, and the Changyuan County Writers Association, Calligraphy Association and other units have become group members of the association.

Fu Qiping, the leader of the ecological village
◆Yuan Kun
Fu Qiping, Secretary of the Party Branch of Tengtou Village, Fenghua City, Zhejiang Province, and President of Ningbo Tengtou Group Co., Ltd. . In 1999, he won the "Earth Award"; in 2000, he was named a National Model Worker; in 2006, he was awarded the "Top Ten Figures in New Rural Construction". In the past 10 years, he has led the villagers to build Tengtou Village into one of the "Top Ten Harmonious Villages in the World".
Tengtou Village in Fenghua City, Zhejiang Province is a pioneer in environmental protection and a model of attaching importance to ecological civilization. As early as 1993, Tengtou Village was rated as one of the "Global Ecological Top 500" by the United Nations, which attracted worldwide attention.
After Fu Qiping became the village party secretary in 1997, in order to continuously improve the value of the "Global Ecological Top 500", he focused on implementing the "Blue Skies, Clear Waters, and Green Lands" project: the farmers' firewood stoves were dismantled and replaced with liquefied gas, achieving Smoke-free village; sewage is treated to achieve discharge standards; trees and grass are planted, pigeons, wild teal and other birds are raised, and more than 20 ecological landscapes such as Jiangnan style garden, farmhouse, farmer's park, and bonsai garden have been built.
His efforts were not in vain. The sky in Tengtou Village became bluer, the water became bluer, and the ground became greener. This year, Tengtou Village was rated as one of the "Top Ten Harmonious Villages in the World" by the United Nations. Among the evaluation indicators, "first-class air quality" and "67% greening rate" are the best rewards for his hard work.
From one of the "Top 500 Global Ecological Ecosystems" to one of the "Top Ten Harmonious Villages in the World", the construction of ecological civilization in Tengtou Village has achieved a qualitative leap.
Fu Qiping said: "The construction of ecological environment is not just a matter for Tengtou Village. It is the unshirkable responsibility of Tengtou people to raise more people's environmental awareness. We want everyone who comes to Tengtou to People in the village are influenced by green. "To this end, he decided to invest 20 million yuan to build a national ecological agriculture demonstration park. In order to increase publicity, he invited professional organizations to produce feature films and promotional materials with a green mission, so that people who come to Tengtou Village can be deeply educated. His work has been recognized by the society, and Tengtou Village has been named the first eco-tourism demonstration area in Ningbo City and Zhejiang Province, the National Thousand Best Villages for Afforestation and Greening, the National Ecological Demonstration Area, and the National Environmental Education Base.
“We need both gold and silver, as well as clear waters and green mountains” is Fu Qiping’s famous saying. He believes that to improve public awareness of greening, we must first start with young people so that the "green development concept" can take root in the minds of the next generation. Under his initiative, the green belts on both sides of the village roads were divided into many "green little guard bases", which were taken care of by primary school students. The village youth league committee also organized members to divide nine greening responsibility areas throughout the village.
In 1998, Fu Qiping began to develop eco-tourism, giving full play to the role of the village's environmental education base, so that more people can experience the enjoyment brought by green. Due to the rapid development of tourism, Tengtou Village was awarded the title of "National AAAA Tourist Area" in 2001. In 2006, the tourism ticket revenue was 10.6 million yuan, and the comprehensive income was 45 million yuan.
In the past 10 years, 46 high-profit investment projects have been rejected by Tengtou Village - this may be unheard of in other places, but the Tengtou people led by Fu Qiping have done it. Their belief is: anything that is not conducive to environmental protection , They will never do anything that harms the green environment.
However, no matter how difficult it is for Fu Qiping to do things that are beneficial to environmental protection. Neighboring counties have to cut down a number of camphor trees to widen roads. After Fu Qiping learned the news, he drove to the neighboring county overnight and decided to buy the camphor trees first. Halfway through the car, we encountered a serious traffic jam. He simply walked more than 10 kilometers along the winding mountain road. By the time he returned to the village, it was already past two in the morning. After this camphor tree was transplanted to Tengtou, the trees survived, adding rich greenery to Tengtou Village.
Fu Qiping’s persistence in green prompted him to set up a landscaping company and start greening the country north and south. Under his leadership, the company has undertaken many greening projects and has become a national greening first-level qualified enterprise. It has continued to grow in strength and has established 8 branches in Beijing, Shanghai and other places. It has a seedling base of 25,000 acres and an annual output value of 200 million. Yuan.
In 2001, Beijing successfully bid for the Olympic Games. Fu Qiping came to Beijing with excitement and worked hard to win greening projects for some Olympic venues and contribute a piece of greenery from Tengtou to the 2008 Olympics.
In addition to attaching great importance to the ecological construction of Tengtou Village, Fu Qiping is also very concerned about the ecological construction of other villages. He actively paired up with surrounding villages and became their village construction consultant to help them improve their environmental management. At the same time, he also helped surrounding villages develop ecological agriculture, plant flowers and seedlings, manage green agricultural products, and embark on the road to wealth.
One day, Fu Qiping received a letter from Shantou Village, Guantang Township, Qingyuan County, Lishui City, an old revolutionary base in western Zhejiang. The letter stated that Shantou Village is very poor. After learning that Tengtou Village has become a model of a new socialist countryside, I hope it can provide some guidance on how to get rid of poverty and become rich in Shantou Village.
Fu Qiping immediately rushed to Shantou Village with rural scientific and technological personnel. In Shantou Village, Fu Qiping and scientific and technical personnel climbed hillsides, went to fields, and entered mushroom sheds to learn more about the local soil structure, climate environment, and crop growth conditions.
After a lot of busy work, Fu Qiping knew that this place has the unique advantage of growing fruits, vegetables and other off-season agricultural products. It also has natural conditions for cultivating precious tree species such as yew, and is suitable for raising native chickens and ducks. , geese and other specialty poultry.
Fu Qiping said to Shantou Village Party Secretary Wu Xinbing: "We will definitely send people to help you develop forests, develop planting and breeding industries, and contribute to the early poverty alleviation and prosperity of the mountain villages in the old areas.
"Now, Fu Qiping has extended Tengtou's experience of ecological agriculture, efficient agriculture and green wealth to the old revolutionary areas in western Zhejiang.
In Fu Qiping's heart, green flowers should not only bloom throughout Tengtou Village, but also This is the green complex of a farmer and a rural party branch secretary.
