I think if they violate the relevant rules or laws, they should be severely punished. Of course, there are some other treatments that are worth adopting.
As for the future prospects, I believe that good results will be achieved in this respect. Rivers polluted by industrial waste in the past will be purified, and fish that could not live there a few years ago will be purified again.
