General rule

The Communist Youth League of China is a mass organization of advanced youth led by China, a school for young people to learn Socialism with Chinese characteristics and communism in practice, and an assistant and reserve army of China.

The Communist Youth League of China firmly supports China's program, takes Marxism–Leninism, Mao Zedong Thought, Deng Xiaoping Theory and Theory of Three Represents as action guides, emancipates the mind, seeks truth from facts, keeps pace with the times, unites the youth of all ethnic groups in China, and strives to build China into a prosperous, strong, democratic and civilized socialist modern country and finally realize communism.

Under the leadership of China, the Communist Youth League of China has grown and developed, always standing at the forefront of the revolutionary struggle, and has a glorious history. In the process of establishing a new China, establishing and consolidating the socialist system, and developing socialist economy, politics and culture, it has played the role of a new force and commando, and trained and transported a large number of new forces and work backbones for the Party. Since the Third Plenary Session of the Eleventh Central Committee of the Communist Party of China, the Communist Youth League has focused on reform, opening up and economic construction according to the shift of the party's work focus, which has made important contributions to promoting the cause of socialist modernization and promoted the healthy growth of the younger generation.

Chapter I League members

Article 1 Young people in China who have reached the age of 14 and are under the age of 28 may apply to join the Communist Youth League of China if they recognize the constitution of the Communist Youth League of China, are willing to participate in the league organization and work actively, implement the resolutions of the league organization and pay the tour fee on time.

Members who have reached the age of 28 and have not held positions in the group should go through the formalities of withdrawing from the group.

After joining * * * *, members still retain their membership. If they reach the age of 28, they will no longer retain their league membership.

Article 2 Members must fulfill the following obligations:

(a) study Marxism Leninism, Mao Zedong Thought, Deng Xiaoping Theory and Theory of Three Represents theory, learn the basic knowledge of the League, learn scientific, cultural and professional knowledge, and constantly improve the ability to serve the people.

(two) to publicize and implement the party's basic line, principles and policies, actively participate in reform, opening up and socialist modernization, and strive to complete the tasks assigned by the League organization, and play an exemplary role in study, labor, work and other social activities.

(3) Consciously abide by the laws and regulations of the state and the discipline of the Youth League, carry out the resolutions of the Youth League, carry forward the new socialist fashion, advocate communist morality, safeguard the interests of the country and the people, and stand up and fight bravely to protect state property and people's safety.

(four) to receive national defense education, enhance national defense awareness, and actively fulfill the obligation to defend the motherland.

(six) to carry out criticism and self-criticism, the courage to correct shortcomings and mistakes, and consciously safeguard unity.

Article 3 League members shall enjoy the following rights:

(a) to participate in the relevant meetings of the League and various activities organized by the League, and to accept the education and training organized by the League.

(2) Having the right to vote, to be elected and to be elected in this group.

(three) to participate in the meetings of the group and the discussion on the work of the group and the issues of concern to the youth in the newspapers and periodicals, to make suggestions on the work of the group, and to supervise and criticize the leading organs and staff of the group.

Organizations and individuals at any level have no right to deprive members of their rights.

Article 4 Receiving Members must strictly perform the following procedures:

(a) Young people applying for membership should have two members as referees.

(two) the introducer shall be responsible for explaining the articles of association to the introduced person and explaining the thoughts, performances and experiences of the introduced person to the league organization.

(3) Young people who are required to join the League should apply to the branch committee, fill in the volunteer form, and become members only after discussion and approval by the branch meeting and the superior committee. Young people who have been approved to join the League will be qualified as League members from the date of adoption of the branch meeting.

Fifth new members must be sworn in under the League flag. The oath is as follows: I voluntarily join the Communist Youth League of China, resolutely support China's leadership, abide by the League's articles of association, implement the League's resolutions, fulfill the obligations of the League members, strictly abide by the League's discipline, study hard, work actively, bear hardships first, enjoy later, and fight for the communist cause.

Article 6 When members are transferred from one grassroots organization to another, they must go through the formalities of organizational relationship transfer in time.

Article 7 League organizations shall reward members who have performed their duties in an exemplary manner and made remarkable achievements in socialist modernization and the cause of defending the motherland.

Awards are divided into: notification and commendation, and the Communist Youth League Central Committee, provincial, municipal (prefectural) and county-level committees awarded the title of outstanding Communist Youth League members.

Article 8 For members who fail to implement the resolutions of the League and violate the articles of association, the League organization shall give criticism and help in the spirit of learning from mistakes and saving lives. If the circumstances are serious, disciplinary action shall be taken.

Punishment is divided into: warning, serious warning, revocation of duties in the league, detention for observation, and expulsion from the league.

The probation period is half a year or one year. Members have no right to vote, stand for election and vote in the league, and may not be used as referees for young people to join the league. If the probation period expires and the mistakes are corrected, the above rights of its members shall be restored in time; Those who insist on correcting their mistakes will be expelled from the league.

Article 9 Disciplinary actions against league members must be discussed and approved by the branch meeting and reported to the superior committee for approval.

The punishment of expelling a league member from the Party membership must be approved by the grass-roots committee of the League authorized by the county committee or the committee above the county level.

Tenth group organizations to make disciplinary decisions on members, must be careful and realistic. When the general meeting of members of the branch discusses and decides the punishment to members, except in special circumstances, they should absorb themselves and listen to their opinions carefully. If I refuse to accept it, I can lodge a complaint, and the relevant league organizations must be responsible for handling it or transmitting it quickly, and shall not withhold it.

Eleventh members have the freedom to quit the league. If members want to leave the League, they should submit a written report to the branch committee, which will decide to remove them and report them to the superior committee for the record.

For six consecutive months, members who do not pay the tour fee, participate in the organization and life of the group, or do not do the work assigned by the group organization for six consecutive months without justifiable reasons are deemed to have left the group on their own. If a member leaves the League voluntarily, the general meeting of the branch will decide to remove his name and report it to the superior committee for approval.

Chapter II Organizational System of the Communist Youth League

Article 12 The Communist Youth League of China is a unified whole organized according to democratic centralism. The basic principles of the democratic centralism of the regiment are:

(a) individual members obey the organization, the minority obeys the majority, and the subordinate organizations obey the superior organizations.

(2) The national leading organ of the Youth League is the National Congress of the Youth League and its Central Committee. The leading organs of local regiments at all levels are the congresses of the regiments at the same level and the committees of the regiments produced by them, and the committees at all levels of the regiments are responsible to the congresses at the same level and report their work.

(three) the leading organs of the youth league at all levels, except the representative organs sent by them, are elected.

(four) the leading organs at all levels of the regiment should always listen to and seriously deal with the opinions of the lower organizations and members; The lower organizations of the regiment should not only ask for instructions and report their work to their superiors, but also independently and responsibly solve problems within their own responsibilities. Organizations at all levels of the League should make members know more about and participate in the affairs of the League.

(five) the committees at all levels of the League shall implement the system of combining collective leadership with individual responsibility.

Thirteenth Communist Youth League committees at all levels can set up corresponding departments according to the needs of the work. Committees at or above the county level may send representative offices.

When the congresses at all levels of the League are not in session, the Party organizations at the same level and the organizations at the higher level of the League may, when necessary, conduct joint research and, after reaching an agreement, mobilize or appoint the leaders of the League.

Article 14 The election of representatives and committees of the Communist Youth League at all levels shall reflect the will of voters. The election was held by secret ballot. Democracy should be widely promoted in the selection of candidates, and the list of candidates should be fully discussed. You can directly use the difference election method with more candidates than the number of candidates to be elected, or you can use the difference election method for pre-selection to generate a list of candidates, and then conduct an equal formal election. Voters have the right to know the candidates, the right to ask for the replacement of candidates, and the right to choose others instead of any candidate. No organization or individual may force voters to vote or not to vote in any way.

Full-time League cadres among the members and alternate members of the Central and Local Committees of the League are dismissed, and their members or alternate members are dismissed by themselves. The vacancy of members shall be filled by alternate members according to the number of votes, and the recall and replacement shall be confirmed by the plenary meeting.

Fifteenth Communist Youth League committees at or above the county level may hold a representative meeting when necessary to discuss and decide on major issues that need to be solved by the congress. The representative meeting may co-elect some members. The number of co-elected members and alternate members of the Committee shall not exceed one third of the total number of members and alternate members elected by the Congress at the same level. The number of deputies to the congress and the method for their formation shall be decided by the committee that convened the congress.

Article 16 The Central Committee of the Communist Youth League decides and uniformly deploys the work of the whole Communist Youth League.

Newspapers and other propaganda tools organized by league organizations at all levels must publicize the party's line, principles and policies, the resolutions and tasks of the superior organizations and organizations at the same level of the propaganda group, and reflect the opinions and demands of the youth.

Chapter III Central Organization of the Communist Youth League

Article 17 The National Congress of the Communist Youth League is held every five years and convened by the Central Committee. Under special circumstances, it can be held in advance or postponed.

The number of deputies to the National Congress and the method for their selection shall be decided by the Central Committee.

Article 18 The functions and powers of the National Congress of the Communist Youth League are:

(1) Examining and approving the work report of the Central Committee;

(two) to discuss and decide on the working principles, tasks and related major issues of the whole group;

(3) Amending the articles of association of the group;

(4) Electing the Central Committee.

When the National Congress is not in session, the Central Committee implements the resolutions of the National Congress and leads all the work of the delegation.

Nineteenth plenary session of the Central Committee of the Communist Youth League elected several Standing Committee members to form a Standing Committee; Elect a first secretary and several secretaries to form a secretariat. The plenary session of the Central Committee shall be convened by the Standing Committee and held at least once a year. When the plenary session of the Central Committee and the Standing Committee are not in session, the Secretariat exercises the functions and powers of the Central Committee.

Chapter IV Status of the Regiment and Organization of the Army

Twentieth provinces, autonomous regions, municipalities directly under the central government, municipalities directly under the central government, autonomous prefectures and delegations held once every five years.

The group's county (city, flag), autonomous county and municipal district congresses are held every three years.

The local congresses of the Communist Youth League at various levels shall be convened by the Communist Youth League Committee at the same level. Under special circumstances, it may be held in advance or postponed with the approval of the Party committee at the same level and the higher committee of the Communist Youth League.

Article 21 The functions and powers of the local Communist Youth League Congress are:

(a) to review and approve the work report of the Committee at the corresponding level;

(two) to discuss and decide on the tasks of local delegations and related important matters;

(3) Electing committees at the same level;

(4) Electing deputies to the Congress at the next higher level. When the Congress is not in session, the local committees of the Communist Youth League at all levels shall carry out the instructions of the higher-level organizations and the resolutions of the Congress at the same level, lead the work of their local groups, and report their work to the committees of the higher-level groups on a regular basis.

Twenty-second plenary sessions of local committees at all levels of the Communist Youth League elect their standing committees, secretaries and deputy secretaries. Plenary meetings of local committees at all levels of the Central Committee of the Communist Youth League shall be convened by the Standing Committee and held at least once a year. When the plenary session of the Committee is not in session, the Standing Committee exercises the functions and powers of the Committee.

The composition of local committees at all levels must be approved by the party committees at the same level and the higher-level committees.

Article 23 The work of the China People's Liberation Army and the Chinese People's Armed Police Force is an important part of the political work of the army and the armed police force. Under the leadership of Party committees and political organs, regiments of the army and the armed police force work in accordance with the regulations and instructions of the Central Committee of the Communist Youth League and the General Political Department of the China People's Liberation Army or the Political Department of the Chinese People's Armed Police Force.

Chapter V Grassroots Organizations of the Communist Youth League

Twenty-fourth enterprises, rural areas, government agencies, schools, scientific research institutes, street communities, social organizations, social intermediary organizations, companies of the People's Liberation Army, squadrons of the People's Armed Police Force and other grass-roots units, where there are more than three members, shall establish grass-roots organizations of the Communist Youth League.

According to the needs of the work and the number of members, the grass-roots organizations of the League shall set up grass-roots committees, general branch committees and branch committees of the League with the approval of the committees of higher-level groups.

Establish branches under grass-roots committees and general branches. If the work requires it, a general branch can also be set up under the grass-roots Committee. A branch can be divided into several groups.

The branch committee and the general branch committee are elected by the League members' meeting for a term of two to three years, with the student branch committees in universities and middle schools serving for one year. Grassroots committees are elected by league members' congresses or congresses for a term of three to five years.

Article 25 The establishment of grass-roots organizations of the Communist Youth League should proceed from reality and need not be completely corresponding to party organizations and administrative organizations. Adapt to the characteristics of street communities, non-public economic organizations, social organizations, social intermediary organizations and other units and fields, and flexibly form youth league organizations.

Twenty-sixth grass-roots organizations of the League are the basic units of the work and activities of the League, and should give full play to the core role of uniting and educating young people. Its basic tasks are:

(1) Organizing League members and young people to study Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory and Theory of Three Represents, the Party's line, principles and policies, and science, culture and business.

(2) publicize and implement the instructions and resolutions of the Party and the League organizations, participate in democratic management and supervision, give full play to the exemplary role of League members, unite and lead young people to actively participate in reform, opening up and modernization, and make contributions to the construction of material civilization, political civilization and spiritual civilization.

(3) Educate league members and young people to learn from the revolutionary predecessors, inherit the fine traditions of the Party, carry forward socialist morality and fashion, establish new concepts that are compatible with reform, opening up and social development, consciously resist unhealthy trends, and resolutely fight against all kinds of illegal and criminal acts.

(four) to understand and reflect the thoughts and demands of League members and young people, safeguard their rights and interests, care about their study, work, life and rest, and carry out cultural, recreational and sports activities.

(five) training and education for young people who require to join the league, do a good job in the regular development of members, collect tour fees, and go through the formalities for over-age members to leave the league.

(six) to educate and manage the League members, improve the organization and life of the League, carry out criticism and self-criticism, supervise the League members to earnestly perform their obligations, protect the rights of the League members from infringement, commend the advanced, and implement the discipline of the League.

Chapter VI Cadres of the League

Twenty-seventh cadres of the regiment are the backbone of the work of the regiment. In accordance with the principle of having both ability and political integrity, the Communist Youth League should boldly select young cadres, maintain the advantage of younger cadres, strive to realize the revolutionization, knowledge and specialization of the cadre team, and constantly deliver young cadres to the party and the country while "retaining the backbone and becoming proficient".

(5) Moral character should be noble. Take the overall situation into account, be fair and upright, unite with comrades, be helpful, be honest and modest, be honest and clean, have the spirit of self-criticism, and consciously accept the supervision of league members and young people.

Twenty-ninth organizations at all levels of the league have the responsibility to assist the cadres of the party management group. Chapter VII League Flag, League Emblem, League Songs and League Members' Cards

Chapter VIII Alliance Fund

Article 35 The main sources of funds for the Youth League are: tour fees paid by members, special funds for youth undertakings by the Party, the government, enterprises and institutions, income from economic entities affiliated to the Youth League, legal social support fees and other legitimate income of the Youth League.

Article 36 Measures for the payment, management and use of tour fees shall be formulated by the Central Committee.
