"When the sky is dark enough, the stars will shine brightly" is said by Charles A. Beard, a famous American historian.
The literal meaning is that when it gets dark, the stars will come out. The extended meaning is that when things develop to a certain extent, there will always be a solution as things develop, either good or bad.
The moral is to tell people that everything is natural. There is no need to deliberately pursue or do anything, just let nature take its course. It also tells people to have a good attitude, face it, and know.
