Those who are the same as virtue will also enjoy virtue. Government should be based on heaven. If virtue is in harmony with heaven, virtue can be cultivated in the world. Although one can rule with virtue, when virtue declines, the world will be in chaos.

As for those who have lost, they will also be happy to gain. If they stray from the Tao and lose their virtue, they will lose the foundation of government.
