This fable is an educational fable, which describes two kinds of people: those who worry about the sky and those who worry about others. The author doesn't care about these two kinds of people. His original intention was to advocate "obeying nature and governing by doing nothing". This is a reflection of Taoist philosophy of life. Later, people often used the idiom "worrying about the sky" to describe unnecessary worrying about the sky.
However, if we look at alarmism from a positive perspective, it is a good performance of actively discovering problems in life and being diligent in exploration.
