In 2009, Li Changyu returned to his hometown, accompanied by Rugao Municipal Party Committee Secretary Chen Huijuan. Attended the opening ceremony of "Li Changyu Criminal Investigation Technology Museum", and cut the ribbon for the opening of the museum together with city leaders Chen Huijuan, Jiang Yonghua and Shi Yao. The theme of the museum is Li Changyu's famous saying "Make the impossible possible". Since 2006, Rugao has been planning to build the Li Changyu Criminal Investigation Technology Museum. During the construction of the museum, Li Changyu also gave strong support and donated many awards, medals, books, magazines and other items.

In 2009, Li Changyu gave speeches at Zhejiang Police College and Zhejiang Gongshang University respectively, and was officially hired as a graduate tutor of Zheshang University, which was the first time to recruit graduate students in China.

On September 20 13, he served as consultant of the Supreme People's Procuratorate Procuratorate Technology Information Research Center.
