Article 1 In order to strengthen and standardize the management of designated retail pharmacies for the basic medical insurance for urban employees, in accordance with the "Decision of the State Council on Establishing a Basic Medical Insurance System for Urban Employees" (State Council [1998 ]44), formulates these Measures.
Article 2: The designated retail pharmacies mentioned in these Measures refer to those that have been reviewed by the coordinating regional labor and social security administrative department and determined by the social insurance agency to provide basic medical insurance for urban employees. Prescription outsourcing refers to the behavior of insured persons purchasing medicines at designated retail pharmacies with prescriptions from designated medical institutions.

Article 5 Retail pharmacies that are willing to undertake designated services for basic medical insurance for urban employees should submit a written application to the coordinating regional labor and social security administrative department and provide the following materials:

(2) Certification materials for the professional titles of pharmaceutical technicians above the level of pharmacist;

Article 7 The coordinating regional social insurance agency shall determine designated retail pharmacies within the scope of retail pharmacies that have obtained designated retail pharmacies, issue uniform signs of designated retail pharmacies, and announce them to the public for insured persons to choose to purchase drugs. .
Article 8 Social insurance agencies must sign an agreement with designated retail pharmacies covering service scope, service content, service quality, drug fee settlement methods, drug fee review and control, etc., to clarify the responsibilities of both parties. , rights and obligations. The agreement is generally valid for 1 year. If either party violates the agreement, the other party has the right to terminate the agreement, but must notify the other party and the insured in advance and report it to the labor and social security administrative department for record.
Article 9: External prescriptions must be issued by a physician at a designated medical institution, signed by the physician and stamped by the designated medical institution. The prescription must be reviewed and signed by a pharmacist and kept for more than 2 years for verification.
Article 10 Designated retail pharmacies should be equipped with full-time (part-time) management personnel to complete various management tasks in conjunction with social insurance agencies. External prescriptions must be managed separately and separate accounts must be established. Designated retail pharmacies must regularly report prescription outsourcing services and expenses to the coordinating regional social insurance agency.
Article 11 Social insurance agencies must strengthen the inspection of prescription outsourcing services in designated retail pharmacies and the review of fees. Designated retail pharmacies are obliged to provide information and account lists related to expense review.
Article 12 Social insurance agencies must settle fees in full and on time in accordance with the relevant policies and regulations of basic medical insurance and the agreements signed with designated retail pharmacies. Social insurance agencies will not pay fees for violations of regulations.
Article 13 The labor and social security administrative department shall organize relevant departments such as drug supervision and management, price, and pharmaceutical industry authorities to strengthen supervision and inspection of prescription outsourcing services and management of designated retail pharmacies. The qualifications of designated retail pharmacies must be reviewed annually. For designated retail pharmacies that violate regulations, the labor and social security department may order them to make corrections within a time limit, or cancel their designated qualifications, depending on the circumstances.
Article 14 The application form for designated retail pharmacies shall be formulated by the Ministry of Labor and Social Security.
Article 15 The labor and social security administrative departments of each province (autonomous region, municipality directly under the Central Government) may formulate implementation details based on these Measures.
