In order to do a good job in the 20 10 Dalian Science and Technology Award, according to the provisions of the Dalian Science and Technology Award Measures, the relevant matters recommended by the 20 10 Dalian Science and Technology Award are hereby notified as follows:

I. Scope of recommendations

Dalian Technological Invention Award, Dalian Science and Technology Progress Award

Second, the recommended conditions

1, Dalian Technology Invention Award and Science and Technology Progress Award shall comply with the relevant provisions of Articles 7 and 8 of the Measures for Science and Technology Awards in Dalian. Meet the following conditions at the same time:

(1) Before June 30th, 2010, it passed the evaluation (appraisal and acceptance) of scientific and technological achievements organized by the Ministry of Science and Technology, the Provincial Science and Technology Department or the Municipal Science and Technology Bureau, or authorized the invention patent.

(2) The projects developed by applying for the Science and Technology Progress Award must be implemented and applied on a large scale for more than one year.

(3) To declare a technological invention award, the validity certificate of the invention patent shall be submitted.

2, recommended by the unit can also be recommended by experts. Expert recommendation requires three experts with senior titles in the same subject and professional field to make recommendations. Each recommending expert can only recommend 1 municipal science and technology award project every year, and at the same time, he shall independently write a written recommendation opinion (Annex 3) as required, which shall be signed and stamped by the unit where the recommending expert works. In the process of evaluation of the Municipal Science and Technology Award, if there is any dispute over the recommended project, the recommended experts shall be responsible for assisting in handling the objection.

3. The following items are not recommended:

(1) There are intellectual property disputes and controversial projects in completing units and personnel;

(2) projects that have won various science and technology awards at or above the municipal level.

Third, the recommended method

1. Online and written recommendation should be adopted. At the same time of online recommendation, submit the original paper application materials 1 copy, 2 copies and electronic documents 1 copy which are completely consistent with the online application materials.

2. The contents and pages of electronic documents and paper written application materials submitted by recommended projects should be provided in strict accordance with the requirements of filling instructions, and projects recommended by more than pages (exceeding capacity) will not be accepted.

3. The online application time of science and technology awards is from August 20th to June 5438+1October 65438+May (see the right side of the homepage of Dalian Science and Technology Information Network). Please fill in the form on time.

Fourth, avoid the requirements.

If the recommending unit has the requirement of avoiding the experts of the recommended project, please fill in the Application Form for Avoiding Experts (Annex 4) and submit it together with the recommendation letter.

Please submit the materials to the Science and Technology Department (Administration Building 409) before 2010/013. Teachers who are interested in applying should submit the project name and award-winning category to the Ministry of Science and Technology before September 10.
